RELATING TO EARLY CHILDHOOD EDUCATION SCHOLARSHIPS.

Establishes the Early Childhood Education Scholarship Program within the University of Hawaiʻi to assist students with school tuition in return for a service commitment to teach in the Executive Office on Early Learning Public Prekindergarten Program. Appropriates funds.

RELATING TO COMPACTS OF FREE ASSOCIATION.

Establishes the compacts of Free Association Census Task Force within the Department of Human Services to conduct a census of COFA residents in Hawaiʻi.

RELATING TO COMPETITIVE SEALED PROPOSALS.

Allows offerors to revise their proposals after the submission deadline and prior to award so that the purchasing agency may obtain a best offer, not only a best and final offer. Allows a purchasing agency to conduct alternative negotiation methods to award a contract solicited through competitive sealed proposals. Removes the requirements to (1) award a contract solicited through competitive sealed proposals based solely on price and evaluation factors and (2) file the basis on which the award of a contract solicited through competitive sealed proposals was made.

RELATING TO HEALTHCARE PRECEPTORS.

Amends the definition of "preceptor" and "volunteer-based supervised clinical training rotation" to improve accessibility for providers to receive income tax credits for acting as preceptors. Includes the Director of Health as a member of the Preceptor Credit Assurance Committee.

RELATING TO THE DEPARTMENT OF LAND AND NATURAL RESOURCES.

Establishes a criminal penalty and monetary fines for aquarium fishing violations. Clarifies that each fish or aquatic life specimen taken in violation of certain fishing laws regarding aquarium fish and the possession and use of prohibited explosives, electrofishing devices, and poisonous substances constitutes a separate offense.

RELATING TO MENTAL HEALTH.

Requires the Department of Education to administer annual mental health or behavioral health screenings to all students, faculty, and staff members at public schools. Appropriates funds.

RELATING TO AFFORDABLE HOUSING.

Temporarily exempts affordable housing projects under certain circumstances from specific state and county fees and exactions related to discretionary approval or ministerial permitting, except fees and costs payable to the Hawaiʻi Housing Finance and Development Corporation and the rates and fees of the various boards of water supply. Repeals 6/30/2028. Effective 6/30/3000. (HD2)
