RELATING TO ADVANCING CIVIC ENGAGEMENT.

Requires the Public Access Room to establish and maintain an outreach and engagement program for primary, secondary, post-secondary, and community education and appropriates funds for one full-time equivalent (1.0 FTE) position to assist in effectuating this requirement. Requires the Department of Education and University of Hawaiʻi to assign appropriate staff to coordinate with the Public Access Room with respect to the outreach and engagement program. RELATING TO THE ESTABLISHMENT OF A HEMP TASK FORCE.

Establishes a Hawaiʻi Hemp Task Force to inform public policy and identify methods and actions to best support Hawaiʻi agriculture and build a hemp industry to support rural economic development.

RELATING TO THE ADVICE AND CONSENT OF THE SENATE.

Requires nominees for the position of Deputy Director, First Deputy, or Deputy Chair, as the case may be, of principal departments and multiple deputy directors; first deputies; deputy chairs, as the case may be, for each department that has multiple individuals who serve in the same role to be subject to the advice and consent of the Senate. Requires a person to file a disclosure of financial interest within thirty days of a person's nomination to any state position enumerated in section 84-17(d), Hawaiʻi Revised Statutes, that is subject to the advice and consent of the Senate. RELATING TO MEAT DONATION.

Provides for donation of wild game to under-resourced communities. Establishes a task force for development and implementation to expand meat processing capacity in the State. Appropriates funds.

RELATING TO HOUSING.

Allows the Hawaiʻi Community Development Authority to approve the residential development on the parcels owned by the Office of Hawaiian Affairs in Kakaako. Raises the building height limit and increases the maximum floor area ratio for residential development on the parcels. Exempts the residential developments on the parcels from the requirement to dedicate public facilities of land or facilities, or cash payments in lieu thereof, as a condition of development; the prohibition on sale or assignment of fee simple interest in land in the Kakaako Community Development District; and the prohibition on residential development in the Kakaako Makai area. Appropriates funds for repairs of certain structures located on the parcels and for compensation relating to the Office of Hawaiian Affairs' pro rata portion of income and proceeds from the public land trust. RELATING TO MARINE LIFE CONSERVATION DISTRICTS.

RELATING TO ACCESS TO HEALTH CARE.

Establishes the Kupuna Rural Health Care Pilot Program within the Executive Office on Aging of the Department of Health to improve access to care in rural areas of Hawaiʻi County and expand broadband internet access, provide at-home visits, and ground transportation for in-person health care services. Requires a report to the Legislature. Appropriates funds.

RELATING TO THE HOUSING SHORTAGE.

Requires the Office of Planning and Sustainable Development to identify and analyze existing and projected housing needs and identify adequate sites for housing sufficient to meet housing demands for all income levels each year. Appropriates funds for one full-time equivalent (1.0 FTE) position within the Office of Planning and Sustainable Development. Effective 7/1/2050. (SD1)

RELATING TO GENDER EQUITY.

Requires that restrooms and toilet facilities of public amusement facilities constructed, renovated, retrofitted, or installed after 1/1/2024 have two female-use toilets for each male-use toilet or urinal. Requires certain state building construction that is constructed or substantially modified after 1/1/2024 to provide for the installation of a gender-neutral bathroom with at least three stalls.
