Appropriates funds for one full-time equivalent (1.0 FTE) engineer position and one full-time equivalent (1.0 FTE) planner position within the Department of Health's Wastewater Branch to support processing of individual wastewater systems applications.

Allows the Department of Education to create temporary positions under certain conditions. Amends the requirement that the Department of Education report the creation of temporary positions to the Department of Budget and Finance by requiring that the report also be sent to the Legislature.
Establishes under the Hawaiʻi Children's Trust Fund Coalition a collective impact program called the Malama ‘Ohana Program to seek, design, and recommend transformative changes to the State's existing child welfare system. Requires the Malama ‘Ohana Program to report to the legislature before the Regular Session of 2025. Appropriates funds.
Prohibits purposeful harassment with the intent to prevent the taking of fish from persons who are fishing in state waters.
Requires the Department of Agriculture, in collaboration with the Hawaiʻi Interagency Council on Homelessness; Department of Land and Natural Resources, Division of Forestry and Wildlife; and Department of Health, Food Safety Branch; and in consultation with the County of Maui Axis Deer Task Force, to develop and implement a plan to expand the meat processing and distribution capacity in the State to allow for meat from axis deer and other wild game to be processed for distribution by nonprofit food distribution services by 7/1/2024. Allows procuring agencies to use a list of qualified persons for a particular professional service for up to three years. Allows purchasing agencies to waive any requirement for professional service providers who are on a prepared list of qualified persons to submit an updated list of qualifications and expressions of interest for at least three years from the date that the prepared list was created.
Requires the Hawaiʻi Health Systems Corporation to partner with a nonprofit organization in the Kau District in the County of Hawaiʻi to conduct a needs assessment to determine the demand for and access to urgent care and outpatient behavioral health services in Kau. Requires a report to the Legislature.
Establishes and funds an environmental investigative hotline pilot project through the Environmental Management Division of the Department of Health to implement and manage an investigative hotline for Molokai residents to report environmental concerns on Molokai. Establishes one full-time equivalent (1.0 FTE) investigator on the island of Molokai to investigate environmental concerns. Makes an appropriation.
Establishes a career and technical education working group to strengthen career and technical education in the State's public schools. Makes an appropriation.
Requires state facilities to prepare a report assessing the feasibility of installing distributed energy resource systems at each facility. Requires state facilities to implement and install the distributed energy resource systems detailed in the reports no later than five years from the issue date of the reports. Gives priority for the required energy efficiency measures to first responder facilities.
