RELATING TO YOUTH FEES AND FINES.

Prohibits the assessment of any fines, fees, or court costs against a person who was adjudicated for an offense committed during the person's minority, or against the person's parent or guardian, and discharges all related debt obligations assessed prior to the effective date of the Act. Requires the Office of the Administrative Director of the Courts to submit a report to the Legislature.

RELATING TO IMPORTANT HOUSING LANDS.

Requires the Hawaiʻi Public Housing Authority to conduct a study identifying certain state-owned lands located within a one-half mile radius of any rail mass transit station, including lands owned by the Office of Hawaiian Affairs and excluding lands under the jurisdiction of the Department of Hawaiian Home Lands, that are most suitable for constructing at least one hundred thousand housing units. Appropriates funds to the Hawaiʻi Public Housing Authority to conduct the study, or contract services to conduct the study. Effective 6/30/3000. (HD1)

RELATING TO CIVIC EDUCATION.

Appropriates funds to the department of education for the expansion of civic education in the public schools. Establishes two full-time equivalent permanent civic education resource teacher positions, one of which shall be grant funded.

RELATING TO LANGUAGE ACCESS.

Requires each county's Director of Finance, in consultation with the County Examiner of Drivers, to establish an Interpreter Services Program to assist Compact of Free Association citizens with utilizing the services provided by the Department of Motor Vehicles of each county. Appropriates funds.

RELATING TO EMERGENCY POWERS.

Prohibits the Governor or a Mayor from suspending requests for public records or vital statistics during a declared state of emergency. Allows for a reasonable delay in an agency's response to a request as a result of extenuating circumstances.

RELATING TO TAXATION.

Establishes an excise tax of 25 cents for e-liquid cartridges and fifteen per cent of the wholesale price of open system eliquid sold, used, or possessed by a wholesaler or dealer on or after 7/1/2023. Defines and amends related terms. Makes conforming amendments.

RELATING TO BURIAL SITES.

Establishes an inter-division program between the State Historic Preservation Division, Land Division, Office of Conservation and Coastal Lands, Island Burial Councils, and the Office of Hawaiian Affairs that addresses the location, movement, and restoration of Hawaiian burial sites or ‘iwi, exposed or likely to be exposed to coastal erosion.
