RELATING TO BROADBAND SERVICE.

Requires a provider of broadband internet access services to be transparent with network management practices, performance, and commercial terms of its broadband internet access services. Prohibits a provider of broadband internet access services from blocking lawful websites, impairing or degrading lawful internet traffic, engaging in paid prioritization, or interfering with or disadvantaging users of broadband internet access services.

RELATING TO PUBLIC HOUSING.

Establishes a family self-sufficiency program to provide matching funds to enable tenants of certain public housing dwelling units to purchase housing units. Authorizes the Hawaii public housing authority to impose maximum rental periods and conditions of tenancy for tenants participating in the family self-sufficiency program. Amends general tenancy termination requirements, selection priorities, and minimum rents for HPHA housing projects. Appropriates funds.

RELATING TO MOBILE ELECTRONIC DEVICES.

Requires the driver of any motor vehicle that is involved in an accident and in possession of a mobile electronic device at or near the time of the accident to, at the request of a police officer, submit the mobile electronic device to the police officer for the sole purpose of field testing of the device. Establishes procedures to allow police officers responding to a motor vehicle accident to field test a mobile electronic device. Imposes penalties if a driver of the motor vehicle involved in an accident fails to submit the driver's mobile electronic device for the field testing.

Adds dementia training and a passing score on an examination on that training as an option for the recertification of nurse aides working in state-licensed and state-certified health care settings other than medicare or medicaid certified nursing facilities.

RELATING TO FORECLOSURE.

Requires the Department of Commerce and Consumer Affairs to conduct a study of the effectiveness and enforcement issues relating to the State's foreclosure statutes under chapter 667, Hawaii Revised Statutes. Requires the Department of Commerce and Consumer Affairs to determine the provisions to be included in a proposed homeowners' bill of rights. Requires the Department of Commerce and Consumer Affairs to submit a report of its findings and recommendations to the legislature no later than twenty days prior to the convening of the regular session of 2019.
