RELATING TO STATE BOARDS AND COMMISSIONS.

Clarifies that any member of a state board or commission, whose nomination for reappointment is withdrawn by the governor for cause prior to the senate's action to advise and consent or not advise and consent, shall be considered disqualified and ineligible to continue to serve as a holdover member beyond the member's most recent term of appointment.

PROPOSING AN AMENDMENT TO ARTICLE III, SECTION 4, OF THE HAWAII STATE CONSTITUTION TO ESTABLISH LEGISLATIVE TERM LIMITS.

Proposes a constitutional amendment to limit the terms of members of the legislature to a maximum of twelve consecutive years in the house of representatives or twelve consecutive years in the senate, for members who are elected at the general election of 2020 and thereafter.

RELATING TO NUISANCES.

Requires the department of health to examine into all feral bird and pigeon nuisance complaints and requires the department to order the owner to abate, destroy, remove, or prevent the nuisance and clean the filth resulting from a feral bird or pigeon nuisance. Defines "feral bird or pigeon nuisance".

RELATING TO THE P-20 AGRICULTURE EDUCATION WORKING GROUP.

Appropriates funds for the hiring of a coordinator and for interisland travel and operating expenses of the P-20 Agriculture Education Working Group within the University of Hawaii at Manoa College of Tropical Agriculture and Human Resources. Outlines the duties of the working group and opens participation in the working group to additional persons and entities.

RELATING TO PUBLIC SAFETY OF HAWAII'S WATER.

Requires DOH to study the protection of waters in the State. The study shall: (1) identify state statutes that rely on, or are applied in conjunction with, the federal Clean Water Act; (2) propose amendments to protect waters if the federal Clean Water Rule is amended; (3) identify waters that are at risk of pollution or contamination; and (4) recommend how the State can prepare for and address water pollution or contamination risks, including disasters. Appropriates moneys for the study.

RELATING TO STUDENT INFORMED CONSENT.

Allows public school students in grades K through 12 to decline participation in dissection, vivisection, and other procedures harmful to animals. Requires schools to make alternative educational projects available, and the board of education to develop rules and give notice to all schools.
