Prohibits private detectives and guards from self-identifying as law enforcement officers, police, or police officers and from wearing or using any badge, uniform, equipment, vehicle, or other accoutrement capable of being associated with that of a law enforcement officer employed by a government law enforcement organization. Requires review and approval of any badge, uniform, equipment, vehicle, or other accoutrement to be used by private detectives or guards by the board of private detectives and guards.

Specifies certain activities that shall become lawful, upon approval by the federal Food and Drug Administration of one or more prescription drugs containing cannabidiol.

Establishes procedures for the custody, inventory, and care of protocol gifts received by legislators on behalf of the State or either house of the legislature.

Establishes a senior citizen higher education access pilot program at the University of Hawai‘i at Hilo. Requires a report to the Legislature before the Regular Session of 2024. Repeals June 30, 2024. (SD1)

Codifies the State of Hawaii 2050 sustainable plan goals and the sustainable development goals based on the United Nations' Global Goal eight, decent work and economic growth. (SD1)

Allows DHS to establish or contract with a victim service provider to operate and manage a sex trafficking emergency shelter. Provides for tax and fee exemptions. Makes an appropriation. (SD1)

Requires the executive office on aging to biennially update the state plan on Alzheimer's disease and related dementias, and to include information on progress made toward the goals of the state plan on Alzheimer's disease and related dementias in its annual report to the legislature. Appropriates funds. (SD1)

Requires a purchaser or transferee to execute a sea level rise hazard exposure statement with every sale or transfer of real estate that acknowledges that the purchaser or transferee has looked at the appropriate sea level rise hazard exposure map and accepts risks of purchasing or accepting a transfer of property that is at risk of climate-related exposure. Takes effect 11/01/2019. (SD1)

Ensures that state and county planning efforts for the delivery of services to the aged or disabled share budgets, data, insights, strategies, goals, and definitions of success and recommendations. Reforms and improves the timely movement of funding and approvals to ensure that there are no delays in the delivery of services.

Prohibits the State and its political subdivisions from collecting or using a person's electronic data or metadata by means of a cell site simulator device, except under certain conditions. Prohibits the installation and use of a cell site simulator device without a court order. Specifies conditions when a cell site simulator device may be used. Specifies procedures for application and issuance of an order for a cell site simulator device. Specifies reporting requirements related to cell site simulator device applications. (SD1)
