RELATING TO YOUTH SUICIDE PREVENTION.

Requires DOE to establish a mandatory youth suicide awareness and prevention training program and model risk referral protocol, based on existing materials created by DOH, for all public schools, including charter schools. Requires charter schools to provide the training program and risk referral protocol to all school personnel who work directly with students in department schools and charter schools, respectively. RELATING TO SELF-SERVICE STORAGE.

Establishes regulations for the sale of stored property insurance by self-service storage facility owners. Requires owners to hold a limited lines license to sell, solicit, or offer coverage under a stored property insurance policy. Effective 1/1/2020. (CD1)

RELATING TO PROPOSED CONSTITUTIONAL AMENDMENTS.

Requires the Attorney General to prepare a statement for each proposed constitutional amendment. Requires the Office of Elections and county clerks to make the statement available to the public. (CD1)

RELATING TO EDUCATION.

Requires DOE to establish a task force to create a system for evaluating and assessing all children and those who are exhibiting emergent or persistent behaviors, academic challenges, or chronic absenteeism and are in need of appropriate supports and interventions accessible within the continuum of a multi-tiered system of supports. RELATING TO THE PUBLIC UTILITIES COMMISSION.

RELATING TO THE HAWAII PUBLIC HOUSING AUTHORITY.

Requires the Hawaii public housing authority to adopt rules without regard to chapter 91, Hawaii Revised Statutes, to reimburse Section 8 landlords for repair costs of tenant-caused property damage under certain circumstances. Appropriates funds. (CD1)

RELATING TO STATE IDENTIFICATION CARDS.

Establishes a non-compliant state identification card for individuals that are unable to provide an updated photograph and documentation in person as required by the REAL ID Act of 2005. (CD1)

RELATING TO EDUCATION.

Defines, for the purpose of compulsory education, a private school to be an education institution that teaches kindergarten through grade twelve and that is licensed or accredited by specified licensing or accrediting organizations. Effective 7/1/2020. (CD1)

RELATING TO ELECTRONIC SMOKING PRODUCTS.

Requires public school teachers and educators to confiscate electronic cigarettes from students under 21 years of age. Requires the Department of Health to establish a Safe Harbor Program by which persons under the age of 21 may dispose of electronic cigarettes in their possession. Increases administrative fines for persons under the age of 21 for certain electronic smoking device infractions. (CD2)

RELATING TO PROSTITUTION.

Permits persons convicted of certain prostitution offenses to file a motion to vacate the conviction if the defendant is not convicted of another offense under the Penal Code within three years of the prostitution offense and without regard to the defendant's status as a victim of trafficking or promoting prostitution.
