Amends the composition of the Board of Regents of the University of Hawaii, and reduces the number of board members from 15 members to 11 members. Specifies terms of holdover board members. Specifies that the Board of Regents shall hold the president of the University of Hawaii and university administration accountable for decisions, actions, and leases that incur additional costs to the university. Makes an appropriation to the Judiciary to contract with nonprofit organizations to provide legal assistance and legal counsel to immigrants in determining legal status and citizenship, provide diversion to existing services, and otherwise provide counsel for existing rights. (SB227 HD2)
Authorizes the Hawaii Housing Finance and Development Corporation, at the request of the Hawaii Community Development Authority (HCDA), to establish and operate transit-oriented development infrastructure improvement zone subaccounts within the dwelling unit revolving fund for the benefit of infrastructure improvement projects within a transit-oriented development infrastructure improvement zone. Requires HCDA to develop a transit-oriented development infrastructure improvement zone program to foster infrastructure development by strategically investing in public facilities. Appropriates funds to HCDA for staff necessary to develop and manage the transit-oriented development infrastructure improvement zone program. Effective 7/1/2050. (SD2)

Requires the executive office on aging to coordinate with the University of Hawaii center on aging to implement an active aging initiative. Establishes an active aging advisory committee. Appropriates funds.
