Increases the cigarette and tobacco tax on cigarettes and little cigars at an unspecified rate beginning July 1, 2021. Allocates excise tax revenue generated from the increased rate to various unspecified state funds and the general fund. Effective 7/1/50. (SD1)

Requires the board of psychology to establish a pilot program to grant prescriptive authority to qualified psychologist applicants in counties with a population of less than one hundred thousand persons. Repeals on 8/31/2026.
Makes unlawful the sale of flavored products for electronic smoking devices, mislabeling of e-liquid products containing nicotine, and sale of tobacco products other than through retail sales via in-person exchange. Establishes penalties. Includes e-liquid and electronic smoking devices in the definition of "tobacco products" for purposes of the cigarette tax and tobacco tax law. Increases the license fee for wholesalers and dealers of tobacco products and retail tobacco permit fee. Requires retailers to pay an additional excise tax on the retail price of electronic smoking devices on and after 7/1/2021. Directs a certain percentage of moneys received from the cigarette tax and tobacco tax to the Hawaii tobacco prevention and control trust fund to establish and fund a comprehensive youth tobacco cessation program. Requires a person under twenty-one years of age who unlawfully purchases or possesses tobacco products, including electronic smoking devices, to complete a tobacco education or use cessation program or perform community service for a first offense. Repeals the electronic smoking device retailer registration unit. Repeals provisions relating to delivery of sales under the cigarette tax and tobacco tax law.
Creates a state lottery division within the department of budget and finance with rulemaking authority to implement a state lottery limited to the Powerball and Mega Millions lottery games. Allocates lottery profits to the general fund. Creates lottery and lottery prizes revolving fund. Establishes the Hawaii gaming corporation for the purpose of conducting gambling in Hawaii. Allocates proceeds to capital improvements at public schools and the University of Hawaii system, scholarships and educational loan repayments for medical students who practice in Hawaii for ten years, support for the family practice rural residency program, watershed protection, and reduction and prevention of problem gambling. Appropriates funds.
Authorizes the governor to ensure the continued operation of medical facilities during times of health or pandemic emergencies. Authorizes hospitals to suspend elective surgeries in order to address bed capacity during the period of emergency.
Establishes the Hawaii unemployment insurance advisory board, independent of the department of land and industrial relations that is housed under the department of the attorney general.
Provides a framework that supports consistent land use planning and development across the university of Hawaii system. Authorizes project partnerships with certain qualified persons.
