MAKING AN APPROPRIATION FOR HIGHWAY WIDENING.

Appropriates funds to the department of transportation to widen Queen Kaahumanu highway and Kuakini highway between Henry street and Kamehameha III road on the island of Hawaii. (SD1)

RELATING TO THE UNIVERSITY OF HAWAII.

Requires that twenty-five per cent of a University of Hawaii research faculty's salary be paid out of the extramural funds and research and training revolving fund generated by the unit at which the faculty works or holds tenure. Requires grants, contracts, and agreements applied for or entered into beginning on July 1, 2021, that provide for extramural funds for use by a research faculty to include express provision allowing such funds to be used to pay for the research faculty's salary. Defines research faculty.

RELATING TO THE LOW-INCOME HOUSEHOLD RENTERS CREDIT.

Creates income brackets for the low-income renter tax credit. Provides for adjustment of the tax credit amount based on the consumer price index for taxable years beginning after December 31, 2021, and beyond. (SD1)

RELATING TO THE TRANSIENT ACCOMMODATIONS TAX.

Revises county allocations of transient accommodations tax revenues to reflect the number of annual visitor arrivals for each respective county. Requires updating the number of visitor arrivals for each respective county annually from the Hawaii Tourism Authority and the State Data Book. Requires each respective county to report how it expended its allocation of the transient accommodations taxes distributed under this measure no later than twenty days prior to the convening of each regular legislative session. Effective 7/1/2021. (SD1)

RELATING TO HOUSING.

Establishes an affordable homeownership revolving fund within HHFDC to provide loans to nonprofit community development financial institutions and nonprofit housing development organizations for the development of affordable homeownership housing projects. Makes appropriations into and out of the affordable homeownership revolving fund. (SD1)

RELATING TO EDUCATION.

Requires the superintendent to serve as the summer learning coordinator and coordinate all summer programs for children. Requires the summer learning coordinator to leverage certain federal funds for school-based summer programs. Effective 7/1/50. (SD1)

RELATING TO AFFORDABLE HOUSING.

Establishes that whenever the infrastructure or equipment for electric utility service is required to be installed underground for affordable housing within an area that has been designated by a county as a transit-oriented development area, it shall be the responsibility of the electric utility company to install the infrastructure or equipment.

RELATING TO PESTICIDES.

Requires the department of agriculture, in consultation with the department of health, to develop and implement a one-time pesticide disposal collection program, for a duration to be determined by the department. Requires the department of agriculture to convene a steering committee to guide and monitor the pesticide disposal collection program. Increases the civil and criminal penalties for violating the Hawaii pesticides law. Appropriates moneys. (SD1)

RELATING TO CAREER AND TECHNICAL EDUCATION.

Authorizes department of education teachers to instruct vocation, technical, or career pathway classes without possessing an applicable bachelor's degree. Expands the sources of moneys that may be deposited into the private trade, vocational, and technical school special fund, and the purposes for which the fund may be used. Appropriates moneys.

RELATING TO LIABILITY.

Provides that the State or a county that repairs or maintains a street of which the ownership or jurisdiction is in dispute between the State and the county shall be immune from liability for personal injuries or property damage arising out of the repair or maintenance of that street. Deems that maintenance of a street shall not confer ownership or jurisdiction over such street if the ownership or jurisdiction over the street is in dispute between the State and the county. Takes effect 1/1/2050. (SD1)
