Establishes the Hawaiʻi Environmental Protection Agency. Transfers jurisdiction of certain functions and employees of the Department of Agriculture and Department of Health to the Hawaiʻi Environmental Protection Agency.

Requires that restrooms and toilet facilities of public amusement facilities constructed, renovated, retrofitted, or installed after 1/1/2024 have two female-use toilets for each male-use toilet or urinal. Requires certain state building construction that is constructed or substantially modified after 1/1/2024 to provide for the installation of a gender-neutral bathroom with at least three stalls.
Authorizes lands under the jurisdiction of the Department of Agriculture to be leased or used for pet animal sanctuaries; provided that the pet animal sanctuary provides a public benefit.
Prohibits an employer from discriminating against a person in hiring, termination, or any term or condition of employment based on the person's status as a medical cannabis registry card holder, under certain conditions. Authorizes an employer to use a fit-for-duty test for medical cannabis qualifying patients in potentially dangerous occupations. Exempts certain occupations.
Requires the Department of Hawaiian Home Lands to complete an assessment and report on the feasibility of digitizing its applicant, beneficiary, and lessee records and creating an interactive digital database software program. Requires the Department of Hawaiian Home Lands to submit a report to the Legislature by 7/1/2024. Appropriates moneys. (SD1)
Amends the definitions of "administrative action" and "lobbying" in Chapter 97, HRS.
Requires the Department of Transportation to authorize state and county traffic projects to make changes, as necessary, to traffic flow and mitigation efforts. Prohibits contractors from charging additional fees to amend traffic flow and safety or mitigation efforts. Requires the Department of Transportation to make a final determination on all changes to traffic flow and mitigation.
Requires the Department of Transportation to program intersections to allow walk signals to commence four seconds before the green light is given to motor vehicle traffic when the walk button has been pressed.
Establishes a process, beginning on January 1, 2024, for automatically preregistering or registering University of Hawaiʻi System students who are at least sixteen years old to vote. Effective 1/1/2024.
Establishes standards for the collection, storage, retention, and destruction of biometric identifiers and biometric information by private entities.
