Establishes procedures for the Department of Transportation to assist and enable a person to voluntarily purchase a verified carbon offset for carbon dioxide emissions resulting from the person's air travel to or from an airport in the State.
Requires the Department of Land and Natural Resources to acquire by eminent domain the fee simple interest to the parcels of land with improvements thereon located between 59-145 and 59-175C Ke Nui Road. Appropriates funds.
Proposes a constitutional amendment to protect an individual's reproductive freedom in their most intimate decisions, including the right to abortion and contraceptives. (SD1)
Prohibits motor vehicle manufacturers from removing, disabling, or impairing or hindering the use of a used motor vehicle's installed equipment and features.
Establishes a zero-emission vehicle fleet purchasing assistance program within the Hawaiʻi state energy office to support the transition of private fleets to zero-emission vehicles. Designates the Hawaiʻi state energy office as the agency responsible for developing and administering the program and requires the Hawaiʻi state energy office to work with the department of transportation to design strategies to implement the zero-emission vehicle fleet purchasing assistance program.
Appropriates funds for the Judiciary to purchase civil legal services for low- and moderate-income persons. Effective 7/1/2050. (SD2)
Prohibits, with certain exceptions, any state agency or political subdivision from providing private information regarding, or authorizing an arrest warrant based on, the receipt or provision of, or assistance with, reproductive health care services that are lawful in the State. Requires the Department of Health to maintain on its website information about access to abortion in the State, including current information about state law. Requires the Director of Commerce and Consumer Affairs to assess and report to the Legislature on any policy changes or legislation needed to ensure that no person is disqualified from licensure or subject to professional discipline based on the lawful receipt or provision of, or assistance with, reproductive health care services in the State.
Establishes and provides moneys for the composting grant program in the Department of Education.
Prohibits motor vehicle manufacturers from charging subscription fees for certain services that employ equipment already installed in the motor vehicle at the time of sale as a new motor vehicle. Provides that the prohibition shall not apply to entertainment streaming subscription services, vehicle navigation, traffic information, and safety-related services. Takes effect 7/1/2050. (SD2)
