Prohibits any person from engaging in any activity that has the intent and effect of distracting drivers along streets, roadways, or other public property within 100 feet of an intersection.

Prohibits certain insurers from taking adverse actions against health care providers for providing gender affirming treatments. Prohibits court clerks from issuing subpoenas in connection with out-of-state subpoenas related to gender affirming treatments that are provided in compliance with the laws of the State. Requires the Department of Health to establish a public health campaign that educates the public on gender affirming treatment services statewide. Declares that the general fund expenditure ceiling is exceeded. Makes an appropriation.
Requires covered employers to automatically enroll covered employees into the Hawaiʻi Retirement Savings Program unless the employee chooses to opt out.
Beginning with the 2025-2026 school year, requires the Department of Education to ensure that inclusive curricula are available to all students at public schools. Makes it a discriminatory practice to refuse to approve, remove, or prohibit the use or access of inclusive or diverse materials in schools and public libraries on the basis of materials featuring or written by LGBTQ+ individuals.
Establishes a Government Innovation Shadow Program that allows the State's governmental units to temporarily assign employees to shadow employees of other governmental agencies and private organizations and businesses to observe and report innovations, process improvements, and best practices that can be adopted by the State. Requires the Department of Human Resources Development to submit annual reports to the Legislature. Declares that the general fund expenditure ceiling is exceeded. Makes an appropriation.
Prohibits civil asset forfeiture unless the covered offense is a felony for which the property owner has been convicted. Excludes the forfeiture proceedings for an animal pending criminal charges. Requires the Attorney General to deposit the net proceeds of the forfeited property to the credit of the state general fund.
Requires food establishments to publicly disclose how tips are allocated among employees. Effective 1/1/25.
