Reduces the tax rate for pass-through entities electing to pay Hawaiʻi income taxes at the entity level. Allows certain members of pass-through entities entitled to a tax credit to use the credit against the member's net income tax liability in subsequent years until exhausted.

Establishes standards for the collection, sale, and destruction of consumer health data by regulated entities and small businesses.
Prohibits any person from parking a vehicle or constructing or installing any parking stall abutting the curb or edge of vehicle travel way near a marked crosswalk on a public right of way along a road or highway.
Prohibits lodging establishments from providing personal care products in small plastic containers within sleeping room accommodations, any space within sleeping room accommodations, or bathrooms used by the public or guests. Establishes civil penalties.
Clarifying that persons whose driver's licenses have been revoked for certain alcohol-related offenses are required to undergo reexamination before the examiner of drivers may relicense the person.
Proposes a constitutional amendment to ensure that the basis to marriage shall not be denied or abridged on the basis of race or sex.
Prohibits civil asset forfeiture unless the covered offense is a felony for which the property owner has been convicted. Excludes the forfeiture proceedings for an animal pending criminal charges. Requires the Attorney General to deposit the net proceeds of the forfeited property to the credit of the state general fund.
Authorizes employees who are not working due to a strike, lockout, or other labor dispute to receive unemployment benefits if the Hawaiʻi Labor Relations Board determines that the employer has not made or is failing to make reasonable, timely, and good faith efforts to negotiate.
Requires the auditor to conduct an assessment on the social and financial impacts of mandating health insurance coverage for care provided by a participating registered pharmacist practicing within the scope of the pharmacist's license. Requires a report to the legislature before the 2025 regular session. Declares that the general fund expenditure is exceeded. Makes an appropriation.
Requires the Department of Health to conduct a study to determine the cost and feasibility of establishing a heavy ion cancer therapy center in the State and using revenues derived from treating non-residents to subsidize cancer treatments of residents.
