Establishes the offense of operating a vehicle while impaired, and penalties. Authorizes the Department of Transportation to take administrative action.

Requires transferors and transferees of used motor vehicles, mopeds, and trailers, including motor vehicles whose owners do not intend to drive the vehicle on public highways, to appear together before the county director of finance with governmentissued identification to finalize a transfer of ownership. Directs police officers to remove from public streets any motor vehicle, moped, or trailer not properly transferred. Requires transferees to present a valid certificate of ownership in order to claim a vehicle removed from a public street.
Limits the payment of any delinquent tax and penalty required by the Director of Finance of a county as a condition precedent to the registration, renewal, or transfer of ownership of a vehicle more than 25 years old to the aggregate amount of delinquent taxes and penalties accumulated over the preceding three-year period. Requires the respective counties to amend any applicable ordinances.
Requires each food establishment to clearly and conspicuously display, in each advertisement and when a price is first shown to a customer, the total price of the food or beverage provided, including any mandatory fees a customer would incur during the transaction, which shall not change during the purchase process. Prohibits a food establishment from imposing on a customer or advertising any mandatory fees that are excessive or deceptive for any food or beverage offered by the food establishment.
Establishes a ridesharing fee. Deposits taxes collected into the State Highway Fund.
Exempts unemployment compensation from state personal income tax beginning in the 2023 tax year. Increases the maximum weekly benefit a person may receive in unemployment compensation beginning on 1/1/2025.
Beginning September 30, 2028, requires the Department of Labor and Industrial Relations to annually calculate an adjusted minimum wage rate to within the nearest twenty-five cents using the Urban Hawaiʻi Consumer Price index to take effect on January 1 of the following year.
Allows dogs in restaurants at the restaurant owner's or manager's discretion, provided that certain conditions are met.
Declares that the general fund expenditure ceiling is exceeded. Makes an appropriation to the Hawaiʻi State Energy Office to conduct a state-wide blanket environmental impact statement for geothermal exploration and development.
Requires the Department of Education to establish zero-emission vehicle goals as part of the sustainable schools initiative. Requires annual report to the Legislature.
