RELATING TO RESOURCE CONSERVATION.

Requires the PUC to adopt rules adopting federal energy efficiency and water conservation standards. Makes the rules effective if the federal government repeals current federal energy efficiency and water conservation standards.

RELATING TO EDUCATION.

Requires the Department of Education to establish and maintain a priority list of schools in need of classroom cooling; provided that at least fifty percent of all funds appropriated for classroom cooling projects be made available for grants to schools on the priority list. Allows schools on the priority list to apply for Department of Education grants for energy-efficient classroom cooling projects. (HB2484 HD1)

RELATING TO LOW-SPEED ELECTRIC BICYCLES.

Clarifies the definition of "bicycle" for purposes of county vehicular taxes, highway safety laws, statewide traffic code, and bicycle laws by adding "low-speed electric bicycles" to the laws and defining low-speed electric bicycles. Excludes low-speed electric bicycles from the definitions of "moped", "motor vehicle", and "vehicle." Prohibits low-speed electric bicycle riding on all sidewalks. (HB2499 HD1)

RELATING TO PESTICIDES.

Establishes a one-year pilot program that expands existing pesticide disposal programs in the Hilo and Kona regions of Hawaii County to allow for a means of properly disposing pesticides for at least one day in each region in each calendar quarter. (HB2103 HD1)

RELATING TO EDUCATION.

Requires the Department of Education to establish a program to provide cardiopulmonary resuscitation instruction to each high school student. Requires statewide implementation by the 2023-2024 school year. Appropriates moneys.

RELATING TO HEALTH INSURANCE.

Requires the auditor to conduct a study to assess the social and financial effects of requiring health insurers, mutual benefit societies, and health maintenance organizations to provide health care coverage and benefits for a minimum of 6 months of inpatient and outpatient treatment for opioid dependence. RELATING TO SUICIDE PREVENTION.

Requires and appropriates funds for the Department of Education to implement a mobile application for suicide prevention that provides twenty-four hours per day crisis support services.

RELATING TO MOTOR VEHICLE INSPECTIONS.

RELATING TO SOLAR WATER HEATERS.

Requires that solar water heater variance applications be signed by the architect or mechanical engineer attesting to the need for the variance. Narrows available criteria for granting a variance. (HB2109 HD1)
