Prohibits offshore drilling for oil or natural gas in state marine waters. Prohibits issuance of permits for or in connection with the development or operation of any facility or infrastructure associated with offshore drilling for oil or natural gas in state waters.
Requires the Public Utilities Commission to study and recommend how to implement a smart imports program in Hawaii. Requires electric utilities to offer excess electricity to consumers during daylight hours at cost for any legal purpose beginning 1/1/2023.
Requires each executive branch department to: identify existing and planned facilities that are vulnerable to sea level rise, flooding impacts, and natural hazards; assess options for mitigation impacts of sea level rise to existing and planned facilities; establish staff level points of contact to improve interagency coordination for sea level rise adaptation, flooding, and resilience; and submit annual reports to the governor, legislature, and Hawaii climate change mitigation and adaptation commission.
Requires that each state department, board, commission, or agency develop policies under which eligible employees may be authorized to telework.
Permits qualifying patients to be reimbursed by health insurers, mutual benefit societies, and health maintenance organizations for amounts spent on medical cannabis and manufactured cannabis products. Limits the monthly amount of reimbursement. Requires the auditor to conduct impact assessment reports.
Beginning January 1, 2023, bans the sale, offer of sale, or distribution in the State of any sunscreen that contains avobenzone or octocrylene, or both, without a prescription issued by a licensed healthcare provider to preserve marine ecosystems.
Designates the fourth Saturday in September as Public Lands Day.
Prohibits the use and distribution in the State of certain single-use plastics. Requires all moneys collected for the provision of reusable or recyclable bags to be deposited in the environmental management special fund.
Prohibits the harvesting of aquatic life for commercial aquarium purposes, regardless of the method of collection.
