Requires any person that receives state or county funding who wants to remove a beehive or swarm from the person's property to contract with a beekeeper or pest control operator for removal.
Establishes the offense of theft of catalytic converter as a class C felony. Defines "catalytic converter". Requires scrap dealers to follow the same requirements regarding a written statement for the purchase of palladium, platinum, rhodium, and a scrap catalytic converter from which some or all of the catalyst metals have been removed as is required for the purchase of copper, beer kegs, and urns.
Lowers the age of voting in state and local elections from eighteen to sixteen years of age. Lowers the age of preregistration.
Requires state or county agencies to issue discretionary permits for housing development projects that meet certain requirements within sixty days of receipt of a permit application deemed to be complete by the receiving state or county agency.
Promotes the construction of high density housing within a onehalf mile radius of a rail station along a rail transit system.
Amends the requirements for a condominium association's standard proxy form by deleting the option for a condominium owner to give the proxy to the board as a whole. Clarifies that no managing agent, resident manager, or their employees, or the association's employees, shall solicit any proxies from any unit owner of the association.
Requires all state building construction that uses concrete to use post-industrial carbon dioxide mineralized concrete unless use of these materials will increase costs or delay construction.
Increases the capital gains tax threshold from 7.25 per cent to 9 per cent. Effective for tax years beginning after 12/31/2020.
Establishes June 19 of each year as a state holiday to be known as Juneteenth Day.
