Limits the government's use of facial recognition systems, except in certain circumstances. Does not apply to personal use of a privately owned facial recognition system when acting in an unofficial capacity.
Requires the workforce development council to implement and manage a public-private partnership to develop and increase the healthcare workforce in the State.

Includes agents of candidates listed on ballots among the persons prohibited from providing voting assistance at voter service centers and in the use of absentee ballots.
Establishes freedom of press protections for student journalists producing school-sponsored media or university-sponsored media unless subject to certain exceptions.
Increases the procurement preferences for class I and class II Hawaii products.
Clarifies that work practice standards and notification requirements for the demolition and renovation of facilities containing asbestos apply to single-family residences. Requires the Department of Health to amend its administrative rules in accordance with this Act.
