Restricts any county from disapproving or imposing certain conditions on a housing development project for housing or an emergency shelter unless the county meets certain requirements.
Amends the composition of the Hawaii Tourism Authority Board of Directors to require at least two members, rather than one, to be appointed by the Governor who shall have knowledge, experience, and expertise in the area of Hawaiian cultural practices.
Requires commercial helicopter owners and operators to submit reports to the Department of Transportation about basic helicopter flight information. Requires the Department of Transportation to post reports regarding helicopters to its website.
Increases from 1 parking space to 4 parking spaces the number of parking spaces that a place of public accommodation with at least one hundred parking spaces is required to offer by 7/1/2026. Removes the exemption that owners of multiple places of public accommodation may offer electric vehicle parking spaces based on the aggregate number of parking spaces available in their properties. Establishes notification requirements and fines for noncompliance.
Requires the State to pay, without delay, military personnel called to active duty at the same rate as their active duty counterparts; provide basic housing allowance; provide service credit for time on active duty; and allow state and county employees to count the time called to active duty in the State toward retirement.
Establishes minimum number of district precincts per district. Prohibits campaigning or electioneering within two hundred feet of the last person in line to vote or deposit a ballot at a voter service center or place of deposit. Makes housekeeping amendments to Hawaii's elections laws to clarify and improve the administration of elections by mail.
Prohibits the issuance of certain new residential multi-family and commercial building application permits and new state building application permits initiated on or after January 1, 2022, unless the building's parking stalls are electric vehicle charger ready. Allows such buildings to implement an electric vehicle energy management system.
Removes the monetary cap for the amount of conveyance taxes collected that can be paid into the land conservation fund.
Permits the governing body of a county to create, by ordinance, a process for the recordation and enforcement of solar easements. Allows counties to require individuals claiming a solar right to record that right by filing a declaration with the county clerk. Permits the governing body of a county to require, by ordinance, the trimming of vegetation that blocks solar radiation from solar energy devices. Authorizes the ordinance to include a designation for the cost of trimming.
Prohibits health insurance companies from denying coverage on the basis of gender identity if the policy covers the treatment for purposes other than gender transition. Requires insurance companies to provide applicants and insured persons with clear information about the coverage of gender transition services, including the process for appealing a claim denied on the basis of medical necessity.
