RELATING TO HARBORS.

Authorizes the Department of Transportation to negotiate leases for the non-maritime use of commercial harbors, commercial harbor and waterfront improvements, ports, docks, wharves, piers, quays, bulkheads, and landings within the Aloha Tower complex. (SD1)

RELATING TO TRANSPORTATION.

Replaces $50 annual vehicle registration surcharge for electric vehicles with a capped mileage-based road user fee for electric vehicles. Requires motor vehicle registration application to specify whether the type of fuel for which the vehicle is adapted is electricity. Requires certificates of inspection to state the odometer reading of electric vehicles. Requires the Department of Transportation to plan for the deployment of a state mileage-based road user fee program by 2025 and submit a report to the Legislature no later than twenty days prior to the convening of the Regular Session of 2024. Requiring the Department of Transportation to establish a working group to reduce the overall miles travelled in the State and annually report its progress and recommendations to the Legislature. Defines alternative fuel vehicle. Makes an appropriation. Effective 1/1/2050. (SD1)

RELATING TO STATE HIGHWAYS.

Establishes new highway construction standards which include minimizing storm drain runoff, maximizing tree and foliage coverage to reduce urban heat, and applying a standardized paint scheme to protect against weathering. Establishes a task force. (SD1)

RELATING TO THE PHOTO RED LIGHT IMAGING DETECTOR SYSTEMS PROGRAM.

Makes clarifying amendments to chapter 291J, Hawaii Revised Statutes, to reflect legislative intent, including repealing or changing certain defenses to violations of the photo red light imaging detector systems program. Amends the appropriations made pursuant to Act 133, Session Laws of Hawaii 2021, to account for the photo red light imaging detector system program's current timetable. Takes effect 1/1/2050. (SD1)

RELATING TO EQUAL EMPLOYMENT OPPORTUNITY.

Requires the Department of Human Resources Development to establish the department's hiring and promotion goals for position-qualified transgender and non-binary persons and develop the State's Transgender Employment Policy addressing specified areas by 1/1/2024. Requires annual reports to the Legislature before the Regular Sessions of 2025 and 2026. Effective 7/1/2050. (SD1)

RELATING TO TRANSPORTATION.

Prohibits any person from using a public road, street, or highway, or similar thoroughfare to transport marine species illegally harvested from state waters for commercial purposes and marine species harvested for commercial aquarium purposes. Effective 1/1/2050. (SD1)

RELATING TO TRAFFIC.

Allows the Director of Transportation and counties to place signage in their jurisdictions to designate appropriate intersections where a bicyclist may proceed through an intersection from a right turn only lane if they cannot safely merge into the thru traffic lane, provided they signal intention to merge left, and proceed in a right turn only lane when approaching an intersection, even if they do not intend to turn right, provided that they do not pass a stopped vehicle and that they exercise reasonable safety when passing a moving vehicle. MAKING AN APPROPRIATION FOR THE OFFICE OF THE LONG-TERM CARE OMBUDSMAN PROGRAM.

Establishes and appropriates funds for five permanent Long-Term Care Ombudsman Program Specialist Positions within the Office of the Long-Term Care Ombudsman, assigned to each county as follow: one for the City and County of Honolulu, one for the county of Maui, two for the county of Hawaii, and one for the county of Kauai. Requires the Long-Term Care Ombudsman Program Specialist to work under the supervision of the Long-Term Care Ombudsman to achieve the goals of the Long-Term Care Ombudsman Program, as mandated by the federal Older Americans Act.
