Prohibits an employer from discriminating against a person in hiring, termination, or any term or condition of employment based on the person's status as a medical cannabis registry card holder, under certain conditions. Authorizes an employer to use a fit-for-duty test for medical cannabis qualifying patients in potentially dangerous occupations. Exempts certain occupations.
Establishes a zero-emission vehicle fleet purchasing assistance program within the Hawaii state energy office to support the transition of private fleets to zero-emission vehicles. Designates the Hawaii state energy office as the agency responsible for developing and administering the program and requires the Hawaii state energy office to work with the department of transportation to design strategies to implement the zero-emission vehicle fleet purchasing assistance program.
Establishes the natural resource management special fund and authorizes uses for moneys in the fund. Establishes a Natural Resource Management Commission to guide and approve the disbursement of moneys deposited into the fund. Allocates transient accommodations tax revenues to the natural resource management special fund. Allocates transient accommodations tax revenues to the Hawaii Tourism Authority. Repeals the allocation of transient accommodations tax revenues to the special land and development fund. Appropriates moneys for the natural resource management special fund and for operating expenses of the Hawaii tourism authority.
Proposes to amend Article I of the Hawaii State Constitution by establishing the right of each person to own and have an exclusive property right in the data they generate on the Internet.
Beginning with the - school year, requires public high schools to start at 9:00 a.m. and public elementary and middle schools to start no earlier than 8:30 a.m. Requires the Department of Education to adjust state-provided bus and school meal schedules accordingly.
Prohibits the sale or furnishing of a tobacco product or electronic smoking device to a person born on or after January 1, 2003. Allows the State to establish and implement a photo noise violation monitoring system imposing monetary liability on the registered owner of a motor vehicle for failure to comply with the State Community Noise Code. Establishes fines. Establishes the Photo Noise Violation Monitoring System Program Special Fund. Requires annual reports to the Legislature. Prohibits the use, ownership, and sale of excessively loud vehicles. Increases maximum fines. Appropriates funds.
