Requires a written notice to defendants and eligible paroled prisoners of their right to complete a nonreligious substance abuse treatment program. Requires a list of nonreligious substance abuse treatment programs to be provided.

Requires that restrooms and toilet facilities of public amusement facilities constructed, renovated, retrofitted, or installed after 1/1/2024 have two female-use toilets for each male-use toilet or urinal. Requires certain state building construction that is constructed or substantially modified after 1/1/2024 to provide for the installation of a gender-neutral bathroom with at least three stalls.
Requires the Deputy Director of Highways of the Department of Transportation to be subject to the advice and consent of the Senate.
Adds the requirement of notifying the Terrorist Screening Center administered by the Federal Bureau of Investigation as part of the gun permit application background check process.
Beginning 1/1/2024, allows a qualified applicant to change their sex designation on their birth certificate. Establishes information required for an applicant to change their sex designation on their birth certificate. Requires the Department of Health to create and make available necessary forms beginning 7/1/2023.
Establishes the right of persons to record law enforcement activities. Establishes a private right of action for violations of the right to record law enforcement activities.
Increases the penalty for employers who fail to pay the wages of their employees in accordance with the State's wage and hour law and payment of wages and other compensation law, to a class C felony. Adds a minimum penalty of $500 per violation. (CD1)
Establishes long-term goals for zero emissions transportation in Hawaii and abroad to reduce and eliminate transportation emissions. Establishes the interisland transportation working group. Establishes the Hawaii Retirement Savings Program, administered by the Hawaii Retirement Savings Board, in consultation with the Department of Labor and Industrial Relations and Department of Budget and Finance, to provide a state-facilitated payroll-deduction individual retirement savings plan to private sector employees who do not have access to employer-sponsored retirement savings plans beginning on an implementation date to be determined by the board. Authorizes an implementation and evaluation study, followed by an implementation strategy and timetable, prior to implementation of the program. Provides a state match of up to $500 to the accounts of the first 50,000 covered employees who participate in the program for twelve consecutive months after initial enrollment. (CD1)
Establishes and appropriates funds for a compost reimbursement program within the Department of Agriculture and for one full-time permanent compost reimbursement program manager position. Requires an annual progress report to the Legislature prior to each regular session. (CD1)
