Restricts civil asset forfeiture to cases involving the commission of a felony offense where the property owner has been convicted of an underlying felony offense. Directs forfeiture proceeds to the general fund. Amends the allowable expenses for moneys in the Criminal Forfeiture Fund. Requires the Attorney General to adopt rules necessary to carry out the purpose of the Hawaii Omnibus Criminal Forfeiture Act. Amends the deadline for the Attorney General to report to the Legislature on the use of the Hawaii Omnibus Criminal Forfeiture Act. Limits the transfer of certain forfeiture property to federal agencies. Establishes records requirements. (SD1)

Establishes the misdemeanor offense of brandishing a firearm.
Establishes conditions for the importation of fireworks. Authorizes the county fire departments to inspect warehouses, piers, cargo, baggage, and personal effects of persons arriving in the State to ascertain if they contain any fireworks. Requires importers of fireworks to file a written statement with the appropriate county fire department. Allows the county fire departments to take custody and possession of and exercise jurisdiction over illegally imported fireworks. Prohibits the importation of fireworks except through airports and seaports approved by the State Fire Council. Requires each county fire department to establish and maintain a secure storage site for illegally imported fireworks. Requires that each county establish ordinances setting conditions for the importation of fireworks.
Establishes the Sustainable Food Systems Working Group within the Office of Planning and Sustainable Development to develop a plan for a more sustainable, resilient local food economy and to report to the Legislature. Appropriates funds to establish the working group, develop the plan, and fund an unspecified number of sustainability specialist positions within the Office of Planning and Sustainable Development's Statewide Sustainability Program. Allows the Department of Hawaiian Home Lands to issue interim rules exempt from the public hearing and gubernatorial approval requirements of chapter 91, Hawaii Revised Statutes, after beneficiary consultation is conducted by the Department of Hawaiian Home Lands and upon approval by the Hawaiian Homes Commission. Requires that the interim rules shall be effective for not more than eighteen months. (SD1)
Specifies that the practice of election fraud intimidation includes, among other actions (1) The carrying of any firearm or weapon and (2) The act of photographing the face of any voter without permission from both the voter and an appropriate election official when such actions occur at or near a voter service center, place of deposit, or polling place.
Amends the Hawaii State Constitution to prohibit the State from denying or interfering with an individual's reproductive freedom, including the right to choose or obtain an abortion or to choose to obtain or use contraceptives.
Clarifies when the identity of a police officer, who has been suspended or discharged following a misconduct incident, is to be disclosed in a county police department's annual report to the legislature.

Decriminalizes and legalizes the personal use, possession, and sale of cannabis in a specified quantity. Entitles persons arrested or convicted of certain marijuana offenses from custody or incarceration. Entitles certain persons to the expungement of their arrest and conviction records, unless the prosecutor can demonstrate good cause against the issuance of an expungement order.
