RELATING TO CANNABIS.

Authorizes the Department of Health to approve in-vehicle receipt of medical cannabis and medical cannabis products on the premises of dispensaries subject to Administrative Rules adopted by the Department of Health. Effective 12/31/2050. (SD1)

RELATING TO DIGITAL EQUITY.

RELATING TO CESSPOOLS.

Establishes the cesspool conversion tax credit to upgrade or convert cesspools certified by the Department of Health into a director-approved wastewater system. Effective for taxable years beginning after 12/31/2023.

RELATING TO AQUACULTURE.

Requires the Department of Agriculture to conduct a feasibility study to identify potential sites in the State for an aquaculture park that promotes commercial aquaculture expansion. Requires a report to the Legislature no later than twenty days prior to the convening of the Regular Session of 2024. Appropriates funds. (SD1)

RELATING TO AQUATIC NUISANCE SPECIES.

Authorizes the Department of Land and Natural Resources to adopt rules to prevent and respond to the introduction of aquatic nuisance species from discharges incidental to the normal operation of a vessel and reflect the relationship between the federal Vessel Incidental Discharge Act of 2018, as amended, and state law.

RELATING TO THE DEPARTMENT OF HAWAIIAN HOME LANDS.

Exempts development of homestead lots or housing for the Department of Hawaiian Home Lands from general excise tax and school impact fee requirements. Makes permanent the school impact fee exemption and the issuance of county affordable housing credits to the Department of Hawaiian Home Lands. Effective 1/1/2024. (SD1)

RELATING TO HOUSING.

Authorizes the issuance of general obligation bonds for the Hawaii Housing Finance and Development Corporation and Hawaii Public Housing Authority's programs to develop housing exclusively for residents of the State who are owner- or renter-occupants and own no other real property. RELATING TO INSURANCE.

Authorizes prescriptions made by chiropractors for physical therapy and therapeutic massage treatment to qualify as a motor vehicle insurance personal injury protection benefit. Replaces the existing cap on the number of chiropractic treatment visits that qualify for motor vehicle insurance coverage with a number of visits that are deemed medically necessary. Amends the reimbursement amount for chiropractic treatment from $75 per visit to an amount tied to the charges, and any subsequent increases in charges, permissible under the workers' compensation supplemental medical fee schedule. Repeals the thirty-visit cap on combined naturopathic, chiropractic, and acupuncture treatments.
