RELATING TO SUSTAINABLE LAND USE.

Requires the Office of Planning and Sustainable Development to conduct a study to assess the possible implementation of widescale agrivoltaic adaptation and use statewide. Requires the Office of Planning and Sustainable Development to submit a report to the Legislature. Establishes one full-time equivalent (1.0 FTE) position. Appropriates funds. Effective 7/1/2050. RELATING TO HOUSING.

Establishes the Hawaii Residential Developers Loan Corporation and the Hawaii Residential Developers Loan Special Fund for the purpose of enhancing credit and guaranteeing and insuring loans made by private financial institutions to developers of residential housing for Hawaii residents who will be owneroccupants and who own no other real property. RELATING TO CARBON OFFSETS.

Establishes procedures for the Department of Transportation to assist and enable a person to voluntarily purchase a verified carbon offset for carbon dioxide emissions resulting from the person's air travel to or from an airport in the State. Requires revenue generated from carbon offsets to be directed to the Department of Land and Natural Resources for tree planting or other initiatives that proportionally increase carbon sequestration. RELATING TO SCHOOL-BASED HEALTH SERVICES.

RELATING TO HOMELESSNESS.

Authorizes the issuance of general obligation bonds to the Hawaii Public Housing Authority for the development and construction of permanent supportive housing for certain vulnerable individuals. Requires the Hawaii Housing Finance and Development Corporation to consider any available federal low-income housing tax credits needed for construction of permanent supportive housing units. Appropriates funds. (SD1)

RELATING TO TAXATION.

Establishes a carbon emissions tax credit. Expands the environmental response, energy, and food security tax to include carbon emissions. Applies to taxable years beginning after 12/31/2023. Requires the Office of Planning and Sustainable Development, in consultation with the Department of Taxation, to recommend updates to the tax per fuel and corresponding tax credits.

RELATING TO TELEPHONIC SERVICES.

Conforms existing Medicaid requirements to health insurers, mutual benefit societies, and health maintenance organizations to cover services provided through telehealth, including by way of an interactive telecommunications system. Defines "interactive telecommunications system" to match the 2022 Medicare physician fee schedule final rule.

RELATING TO CHILD PROTECTION.

Establishes a definition for "immediate harm" and amends the definition of "imminent harm" for the purpose of the Child Protective Act. Requires a police officer to assume protective custody of a child without a court order or consent of the child's family if there is no time to obtain a court order; and the officer observes and can articulate on the initial police report that the child is subject to immediate harm while in the custody of the child's family. Requires a police officer who assumes protective custody of a child on grounds that the child is subject to immediate harm to provide a written report detailing the observations justifying the immediate removal to the Department of Human Services within twenty-four hours or the next business day of assuming custody of the child. Requires the Department of Human Services to file a petition for a protective order on behalf of the child and attach a copy of the initial police report within twenty-four hours of receiving the initial police report and provide a copy of the initial police report to the child's parents. Effective 12/31/2050. (SD1)

RELATING TO THE STATE PARKS SPECIAL FUND.

Allows the Department of Land and Natural Resources to expend the moneys from the State Parks Special Fund for programs aimed at environmental protection.
