Extends the State's energy-efficiency portfolio standards from 2030 to 2045. Authorizes the public utilities commission to establish interim goals. Clarifies that certain demand response programs and related activities count toward the portfolio standards.

Establishes within the Department of the Attorney General, an Environmental Crimes Unit, which shall be a cooperative effort between the Department of the Attorney General and the Department of Health to investigate and prosecute crimes that pose substantial risks to the environment and public health. Conforms the amount allowable for the Hawaii expenses for household and dependent care services necessary for gainful employment tax credit to the credit amounts allowed in the federal tax code. Prohibits, with certain exceptions, any state agency or political subdivision from providing private information regarding, or authorizing an arrest warrant based on, the receipt or provision of, or assistance with, reproductive health care services that are lawful in the State. Requires the Department of Health to maintain on its website information about access to abortion in the State, including current information about state law. Requires the Director of Commerce and Consumer Affairs to assess and report to the Legislature on any policy changes or legislation needed to ensure that no person is disqualified from licensure or subject to professional discipline based on the lawful receipt or provision of, or assistance with, reproductive health care services in the State.
Specifies sensitive locations in which the carrying of firearms is restricted or prohibited. Authorizes, in certain circumstances, the carrying of firearms on private property. Specifies areas in which the carrying or possession of electric guns is restricted or prohibited. Imposes certain firearm storage requirements for individuals licensed to carry firearms. Requires the Department of the Attorney General to submit to the Legislature, over a 4-year period, semi-annual reports on the public carrying of firearms.
Appropriates funds to support collaboration between the Department of Agriculture and the aquaculture industry.
Prohibits the Department of Health or any recipient of individually identifiable health information of a newborn child obtained through genetic and metabolic screening tests required by law to disclose to any person other than the newborn child's parents, guardian, or other persons having custody or control of the newborn child, any individually identifiable health information of a newborn child, including disclosure to a law enforcement officer. Establishes that any information obtained by a law enforcement officer in violation of this prohibition shall be deemed evidence acquired by unlawful means.
