Authorizes counties, after adoption of an ordinance, to sell private property after all notices, orders, and appeal proceedings are exhausted and to use those revenues to pay unpaid civil fines related to that property.

Establishes a definition for "immediate harm" and amends the definition of "imminent harm" for the purpose of the Child Protective Act. Requires a police officer to assume protective custody of a child without a court order or consent of the child's family if there is no time to obtain a court order; and the officer observes and can articulate on the initial police report that the child is subject to immediate harm while in the custody of the child's family. Requires a police officer who assumes protective custody of a child on grounds that the child is subject to immediate harm to provide a written report detailing the observations justifying the immediate removal to the Department of Human Services within twenty-four hours or the next business day of assuming custody of the child. Requires the Department of Human Services to file a petition for a protective order on behalf of the child and attach a copy of the initial police report within twenty-four hours of receiving the initial police report and provide a copy of the initial police report to the child's parents. Prohibits any law, ordinance, or rule from imposing an inclusionary zoning requirement on housing offered exclusively for sale in perpetuity to buyers who are residents of the State, are owner-occupants, and do not own any other real property. Requires each county to submit a report on its inclusionary zoning requirements to the Legislature every year until the Regular Session of 2028. Effective 3/22/2075. (SD1)
Creates a separate bargaining unit (16) for City and County of Honolulu Emergency Services Department employees. Recategorizes City and County of Honolulu Emergency Services Department employees from bargaining unit (10) into bargaining unit (16). Takes effect 1/1/2050. (SD1)
Specifies sensitive locations in which the carrying of firearms is restricted or prohibited. Authorizes, in certain circumstances, the carrying of firearms on private property. Specifies areas in which the carrying or possession of electric guns is restricted or prohibited. Imposes certain firearm storage requirements for individuals licensed to carry firearms. Requires the Department of the Attorney General to submit to the Legislature, over a 4-year period, semi-annual reports on the public carrying of firearms.
Requires the Department of Public Safety to install digital cameras in all guard control rooms of any correctional center housing women. Appropriates funds. Effective 7/1/2050. (SD2)

Establishes an exemption from applicable county permit requirements for repetitive construction projects for facilities under the control of the Department of Education, University of Hawaiʻi, or School Facilities Authority.
Includes any firearm or rifle with the capacity to fire ammunition of fifty caliber or higher, excluding antique pistols and revolvers, and muzzleloaders in the list of prohibited weapons.
Specifies that the practice of election fraud intimidation includes, among other actions (1) The carrying of any firearm or weapon and (2) The act of photographing the face of any voter without permission from both the voter and an appropriate election official when such actions occur at or near a voter service center, place of deposit, or polling place.
