RELATING TO MEDICAL CANNABIS.

Establishes a terminally ill qualifying patient medical cannabis use working group to study the feasibility of the medical use of cannabis by terminally ill qualifying patients in health care facilities. Effective 6/30/3000. (HD1)

RELATING TO HEALTH.

Authorizes advanced practice registered nurses, in addition to physicians, to practice medical aid in dying in accordance with their scope of practice and prescribing authority. Authorizes psychiatric mental health nurse practitioners, in addition to psychiatrists, psychologists, and clinical social workers, to provide counseling to a qualified patient. Reduces the mandatory waiting period between oral requests from twenty days to five days. Waives the mandatory waiting period for those terminally ill individuals not expected to survive the mandatory waiting period, under certain conditions. Effective 12/31/2050. (SD1)

RELATING TO THE TAX CREDIT FOR RESEARCH ACTIVITIES.

Adds a cap for the amount of tax credits for research activities that an eligible taxpayer and the taxpayer's related entities may receive per taxable year. Requires a qualified high technology business to be registered to do business in the State and be a small business in order to be eligible for the tax credit. Consolidates the survey and certification requirements for tax credits for research activities. Amends the annual aggregate cap on tax credits for research activities that the Department of Business, Economic Development, and Tourism may certify. Requires certification of the tax credits for research activities on a first-come, firstserved basis to be based on the date that a complete application is received, subject to certain conditions. Extends from 12/31/2024, to 12/31/2029, the sunset date for tax credits for research activities. Effective 7/1/2050. (HD1)

RELATING TO TRANSIENT ACCOMMODATIONS HOSTING PLATFORMS.

Creates a five-year pilot project for counties with a population of less than 200,000 to regulate the operation of hosting platforms that provide booking services for transient accommodation operators. Requires a report to the Legislature. Repeals on 6/30/2029.

RELATING TO CANNABIS.

Decriminalizes and legalizes the personal use, possession, and sale of cannabis in a specified quantity. Entitles persons arrested or convicted of certain marijuana offenses from custody or incarceration. Entitles certain persons to the expungement of their arrest and conviction records, unless the prosecutor can demonstrate good cause against the issuance of an expungement order.

Clarifies when the identity of a police officer, who has been suspended or discharged following a misconduct incident, is to be disclosed in a county police department's annual report to the legislature.

Establishes the Shipping Container Inspection Program and shipping container inspection program special fund. Amends the definitions of "aerial devices" and "fireworks" within state fireworks law.
