Establishes conditions for the importation of fireworks. Authorizes the county fire departments to inspect warehouses, piers, cargo, baggage, and personal effects of persons arriving in the State to ascertain if they contain any fireworks. Requires importers of fireworks to file a written statement with the appropriate county fire department. Allows the county fire departments to take custody and possession of and exercise jurisdiction over illegally imported fireworks. Prohibits the importation of fireworks except through airports and seaports approved by the State Fire Council. Requires each county fire department to establish and maintain a secure storage site for illegally imported fireworks. Requires that each county establish ordinances setting conditions for the importation of fireworks.

Beginning 1/1/2024, establishes within the Department of Commerce and Consumer Affairs Division of Financial Institutions a program for the licensure, regulation, and oversight of special purpose digital currency companies. Extends operations of companies in the Digital Currency Innovation Lab under certain circumstances. Appropriates funds. (CD2)
Allows for the renewal of driver's licenses online in addition to by mail. Effective 7/1/2025. (CD1)
Expands the coffee labeling and advertising requirements to include ready-to-drink coffee beverages and the inner packages and inner wrapping labels of roasted coffee, instant coffee, and ready-to-drink coffee beverages. Specifies that the coffee labeling and advertising requirements apply if the applicable products are produced in whole or in part from Hawaii-grown and Hawaii-processed green coffee beans. Requires disclosure on the label of coffee blends of the respective geographic and regional origins and per cent by weight of the blended coffees. Prohibits use of the term "All Hawaiian" in labeling or advertising for roasted coffee or instant coffee not produced entirely from green coffee beans grown and processed in Hawaii. Allows the chief energy officer of the Hawaii state energy office to enforce minimum efficiency standards and adopt or amend efficiency standards. Sets minimum efficiency standards for portable electric spas, residential ventilating fans, toilets, urinals, and water coolers. Allows manufacturers to utilize the Home Ventilating Institute's certified products directory certification program to meet certain standards. Effective 6/30/2023. (CD1)
