RELATING TO NOISE POLLUTION.

Establishes that noise generated by helicopters in excess of a certain decibel level constitutes a public nuisance and a source of noise pollution in violation of the State's noise pollution law. Establishes fines and a private right of action for individuals to sue helicopter owners and operators for committing a public nuisance. Establishes exceptions. Effective 7/1/2050. (SD1)

RELATING TO THE GREEN JOBS YOUTH CORPS.

Appropriates funds to the Department of Land and Natural Resources and its partner, or partners, for the continuation of benefits of the Green Jobs Youth Corps. Takes effect 07/01/2050. (SD1)

RELATING TO ENERGY-EFFICIENCY PORTFOLIO STANDARDS.

Extends the State's energy-efficiency portfolio standards from 2030 to 2045. Authorizes the public utilities commission to establish interim goals. Clarifies that certain demand response programs and related activities count toward the portfolio standards.

RELATING TO TAXATION.

Conforms the amount allowable for the Hawaiʻi expenses for household and dependent care services necessary for gainful employment tax credit to the credit amounts allowed in the federal tax code. Increases the low-income household renters' income tax credit and refundable food/excise tax credit. Applies to taxable years beginning after 12/31/2022.

RELATING TO TAXATION.

Establishes an excise tax of 25 cents for e-liquid cartridges and fifteen per cent of the wholesale price of open system eliquid sold, used, or possessed by a wholesaler or dealer on or after 7/1/2023. Defines and amends related terms. Makes conforming amendments.

RELATING TO BURIAL SITES.

Establishes an inter-division program between the State Historic Preservation Division, Land Division, Office of Conservation and Coastal Lands, Island Burial Councils, and the Office of Hawaiian Affairs that addresses the location, movement, and restoration of Hawaiian burial sites or ‘iwi, exposed or likely to be exposed to coastal erosion. RELATING TO BOARD MEETINGS.

Requires boards to use interactive conference technology to remotely conduct public meetings in conjunction with in-person meetings that allow for public participation. Requires boards to archive certain recordings of meetings on their websites.

RELATING TO WASTEWATER SYSTEMS.

Appropriates funds for one full-time equivalent (1.0 FTE) engineer position and one full-time equivalent (1.0 FTE) planner position within the Department of Health's Wastewater Branch to support processing of individual wastewater systems applications.

RELATING TO INSURANCE.

Authorizes prescriptions made by chiropractors for physical therapy and therapeutic massage treatment to qualify as a motor vehicle insurance personal injury protection benefit. Replaces the existing cap on the number of chiropractic treatment visits that qualify for motor vehicle insurance coverage with a number of visits that are deemed medically necessary. Amends the reimbursement amount for chiropractic treatment from $75 per visit to an amount tied to the charges, and any subsequent increases in charges, permissible under the workers' compensation supplemental medical fee schedule. Repeals the thirty-visit cap on combined naturopathic, chiropractic, and acupuncture treatments.
