Establishes within the Department of the Attorney General, an Environmental Crimes Unit, which shall be a cooperative effort between the Department of the Attorney General and the Department of Health to investigate and prosecute crimes that pose substantial risks to the environment and public health. Appropriates funds.

Establishes the sustainable food systems working group within the department of agriculture. Requires the working group to submit a plan, any recommendations for implementing the plan, and any proposed legislation to the legislature. Appropriates funds to establish the working group and develop the plan and for an unspecified number of sustainability specialist positions to be employed by the department of agriculture. Adds the Chairperson of the Hawaiian Homes Commission or the Chair's designee to the Commission on Water Resource Management. Increases number of commission members from seven to eight, with only five of eight required to have substantial experience in water resource management.
Lengthens the time period in which certain vehicles must have a safety inspection.
Establishes an income tax credit for certain cesspool upgrades. Requires upgrades to certain cesspools at the point of sale. Requires cesspools be upgraded by 2030, 2035, or 2050 depending on the cesspool's priority level. Appropriates funds.
Appropriates funds to the Department of Health to purchase one advanced life support ambulance to be based on the island of Molokai, and related equipment, and pay related personnel costs for state-certified emergency medical services personnel. (SD1)
Establishes an accelerator program within the Hawaiʻi Technology Development Corporation. Amends the reporting requirements for Hawaiʻi Technology Development Corporation's manufacturing and development program. Requires the Hawaiʻi Technology Development Corporation to submit annual reports to the Legislature regarding the outcomes of the research and development program.
Authorizes the Department of Land and Natural Resources to adopt rules to prevent and respond to the introduction of aquatic nuisance species from discharges incidental to the normal operation of a vessel and reflect the relationship between the federal Vessel Incidental Discharge Act of 2018, as amended, and state law.
Increases the amount of malt beverages, wine, and alcohol that a small craft producer pub licensee may produce during the license year. Effective 7/1/2050. (SD1)
Authorizes state-licensed and credentialed physicians, advanced practice registered nurses, and physician assistants, who are not physically in the State, to issue prescriptions for certain controlled substances under a limited circumstance. Authorizes pharmacies to dispense the prescriptions.
