RELATING TO ASSOCIATE PHYSICIANS.

Creates a new category of professional licensure for associate physicians, which are recent medical school graduates who have passed certain medical exams but have not been placed into a residency program and who work under the supervision of a licensed physician to provide primary care in medically underserved areas. Prescribes the scope of practice of associate physicians. Creates requirements for collaborative practice agreements between associate physicians and collaborating physicians. Authorizes associate physicians to prescribe certain controlled substances.

RELATING TO SEXUAL VIOLENCE PREVENTION EDUCATION.

Establishes the Erin's law task force to review policies, programs, and curricula for educating public school students about sexual abuse and sex trafficking prevention, report recommendations for the establishment of a program to educate public school children on sexual abuse prevention through age-appropriate curricula, provide relevant training to teachers and school staff, and inform parents and guardians about important child sexual abuse topics. Requires the Department of Education to establish and implement a systemwide sexual abuse prevention education program at the conclusion of the task force.

RELATING TO AGRICULTURE.

Extends the offense of false labeling of Hawai‘i-grown coffee to include roasted coffee. Imposes a mandatory $10,000 fine for each separate offense of false labeling of Hawai‘i-grown coffee. Appropriates funds for one full-time equivalent (1.0 FTE) enforcement position. Effective 6/30/3000. (HD2)

RELATING TO THE PUBLIC UTILITIES COMMISSION.

Exempts a public utility from the required public utilities commission authorization when disposing at a loss or donating a fully depreciated asset or property with a zero net book value that is no longer used or useful. Effective 7/1/2050. (SD1)

RELATING TO PROPERTY FORFEITURE.

Restricts civil asset forfeiture to cases involving the commission of a felony offense where the property owner has been convicted of an underlying felony offense. Directs forfeiture proceeds to the general fund. Amends the allowable expenses for moneys in the Criminal Forfeiture Fund. Requires the Attorney General to adopt rules necessary to carry out the purpose of the Hawaiʻi Omnibus Criminal Forfeiture Act. Amends the deadline for the Attorney General to report to the Legislature on the use of the Hawaiʻi Omnibus Criminal Forfeiture Act. Limits the transfer of certain forfeiture property to federal agencies. Establishes records requirements. (SD1)

RELATING TO SUSTAINABLE FOOD SYSTEMS.

Establishes the Sustainable Food Systems Working Group within the Office of Planning and Sustainable Development to develop a plan for a more sustainable, resilient local food economy and to report to the Legislature. Appropriates funds to establish the working group, develop the plan, and fund an unspecified number of sustainability specialist positions within the Office of Planning and Sustainable Development's Statewide Sustainability Program. RELATING TO CANNABIS.

Establishes the Hawaiʻi Cannabis Authority within the Department of Health to adopt rules to regulate responsible, adult-use of cannabis in the State. Establishes that possession of cannabis by an adult in the amount of four ounces or less without a prescription shall be lawful and requires all convictions for such acts be expunged. Transfers the powers and duties of the Department of Health under state law governing medical cannabis dispensary system, including powers and duties over medical marijuana dispensary operations, licensing, testing, and administration, to the Hawaiʻi cannabis authority. Appropriates funds. (SD1)

RELATING TO HOUSING.

Establishes the Hawaiʻi Residential Developers Loan Corporation and the Hawaiʻi Residential Developers Loan Special Fund for the purpose of enhancing credit and guaranteeing and insuring loans made by private financial institutions to developers of residential housing for Hawaiʻi residents who will be owneroccupants and who own no other real property. RELATING TO TAX CREDITS FOR RESEARCH ACTIVITIES.

Limits the tax credits for research activities each taxpayer may receive to $1,500,000 per taxable year. Requires that every qualified high technology business be registered to do business in the State and occupy a business location and address in the State where at least seventy-five per cent of the company's employees are located to be eligible to receive tax credits for research activities. Increases the amount of available certified credits from $5,000,000 per year to $15,000,000 per year. Extends the sunset date for tax credits for research activities from December 31, 2024 to December 31, 2029.
