Requires the University of Hawaiʻi to provide menstrual products free of charge to all students on any University of Hawaiʻi campus, including the community colleges.

Requires the Department of Accounting and General Services to provide menstrual products at no cost in specified restrooms of public buildings maintained by that department. Appropriates funds. Effective 7/1/2112. (SD1)
For taxable years beginning after 12/31/2023, provides a temporary income tax credit for the cost of upgrading or converting a qualified cesspool to a wastewater system approved by the Director of Health, or connecting to a sewerage system. Sunsets 12/31/2028. Effective 6/30/3000. (HD1)
Establishes an online fantasy sports contests registration and monitoring program under the Department of the Attorney General. Exempts registered online fantasy sports contests from state gambling laws. Appropriates funds.
Requires commercial ocean operators who take customers into state waters to engage in recreational activities to have at least one individual aboard the vessel who is rescue diver or lifeguard certified by a nationally recognized certification organization. Requires vessels that transport customers for the purpose of engaging in an activity in state waters to have a backboard, emergency oxygen, and an automated external defibrillator included in its onboard safety equipment. Requires that cesspools within five hundred feet of certain bodies of water be upgraded, converted, or connected if sold or transferred on or after 1/1/2026.
Imposes labeling requirements for mamaki tea grown in the State. Appropriates funds to the department of agriculture to administer the mamaki tea labeling requirements.
Requires the Board of Education, in collaboration with the University of Hawaiʻi, to develop a Hawaiian Language Medium Education Kindergarten Entry Assessment to be administered by the Department of Education, beginning with the 2026-2027 school year.
Establishes a carbon emissions tax credit. Expands the environmental response, energy, and food security tax to include carbon emissions. Applies to taxable years beginning after 12/31/2023. Requires the Office of Planning and Sustainable Development, in consultation with the Department of Taxation, to recommend updates to the tax per fuel and corresponding tax credits.
Appropriates moneys to the Hawaiʻi Technology Development Corporation for its manufacturing assistance programs.
