RELATING TO SUSTAINABLE LAND USE.

Requires the Office of Planning and Sustainable Development to conduct a study to assess the possible implementation of widescale agrivoltaic adaptation and use statewide. Requires the Office of Planning and Sustainable Development to submit a report to the Legislature. Establishes one full-time equivalent (1.0 FTE) position. Appropriates funds. Effective 7/1/2050. RELATING TO MEDICAL CANNABIS.

Establishes a cultivation facility license that allows cultivators to grow cannabis for sale only to licensed medical cannabis dispensaries. Establishes requirements for license applications and qualifications for applicants and licensees. Limits the number of cannabis plants grown at each cultivation facility to one thousand. Authorizes the Department of Health to determine the number of cultivation licenses to be issued. Allows one cultivation license to be issued per tax map key number. Allows cultivation facilities to be established on lands zoned for certain uses. Requires the Office of Medical and Cannabis Control and Regulation to administer the licensure and regulation of cultivation facilities. Establishes requirements for cultivation facility operations, including plant tracking and testing. Establishes penalties for violations related to the unauthorized access of cultivation facilities and diversion of product. Requires the Department of Health to disclose certain information regarding cultivation facilities upon request of law enforcement. Subjects cultivation facilities to certain inspections, audits, and reporting requirements. Effective 12/31/2050. (SD1)

RELATING TO DIGITAL EQUITY.

Establishes the Digital Equity Grant Program to award grants to applicants to deploy digital equity projects to covered populations in the State. Appropriates funds. (SD1)

RELATING TO ACUPUNCTURE.

Makes comprehensive updates to chapter 436E, Hawaiʻi Revised Statutes, regarding acupuncture practitioners, to reflect modernized scopes of practice, titles, and licensing and renewal requirements. Beginning with the renewal for the licensing biennium commencing 7/1/2025, requires licensees to complete continuing education as determined by the board. Allows the board of acupuncture to issue licenses by reciprocity.

RELATING TO FERAL CHICKENS.

Establishes a 5-year pilot program within the Department of Health to eradicate feral chickens in the State. Requires the Department of Agriculture to submit a special local need registration to the United States Environmental Protection Agency. Makes an appropriation.

RELATING TO HOMELESSNESS.

Authorizes the issuance of general obligation bonds to the Hawaiʻi Public Housing Authority for the development and construction of permanent supportive housing for certain vulnerable individuals. Requires the Hawaiʻi Housing Finance and Development Corporation to consider any available federal low-income housing tax credits needed for construction of permanent supportive housing units. Appropriates funds. (SD1)

RELATING TO FERAL CHICKEN CONTROL.

Appropriates funds for the Department of Health to control the State's feral chicken population. Requires the establishment of a complaint hotline that may be used to report nuisances and health hazards caused by the presence of feral chickens and to request removal of the feral chickens.

RELATING TO EDUCATION.

Beginning with the     -     school year, requires public high schools to start at 9:00 a.m. and public elementary and middle schools to start no earlier than 8:30 a.m. Requires the Department of Education to adjust state-provided bus and school meal schedules accordingly.

RELATING TO REGENERATIVE TOURISM.

Incorporates a regenerative framework into the State Planning Act by expanding objectives and policies for the visitor industry. Requires an update to the State Tourism Functional Plan to be submitted to the Legislature no later than twenty days prior to the convening of the Regular Session of 2024.
