Establishes a teacher loan program to encourage individuals to become teachers in hard-to-fill positions of Department of Education schools. Allows a loan to be forgiven for teachers who become a licensed teacher in Hawaiʻi or for teachers who will commit to teach for seven years at a Hawaiʻi public school or public charter school.
Amends the Hawaiʻi State Constitution to prohibit the State from denying or interfering with an individual's reproductive freedom, including the right to choose or obtain an abortion or to choose to obtain or use contraceptives.
Requires that each Department of Education public school student earn 2 credits in Hawaiian language as a graduation requirement.

Creates a state-initiated process to expunge records of arrests and convictions pursuant to section 712-1249, Hawaiʻi Revised Statutes, at no cost to the record holder. Requires the Hawaiʻi Criminal Justice Data Center to submit biannual reports to the legislature until all eligible records are expunged.
Prohibits any person from intentionally encouraging or coercing any other person to consume alcohol or any other intoxicant for the purpose of enabling the other person to operate a vehicle under the influence of an intoxicant. Provides that a person guilty of this offense shall be subject to the same penalties imposed on a person convicted of operating a vehicle under the influence of an intoxicant.
