Amends the appropriation of Act 279, SLH 2022, to conform its lapsing provision by 1 year, to conform to constitutional limitations. Appropriates moneys to the Department of Hawaiian Home Lands for fiscal year 2024-2025 to give practical effect to the legislative intent behind Act 279. Declares that the general fund expenditure ceiling will be exceeded.

Allows the Hawaiian Homes Commission to retain independent legal counsel. Authorizes the Hawaiian Homes Commission to use the services of the Attorney General as needed. Provides that funds owed to independent legal counsel shall be paid by the Hawaiian Homes Commission with general funds appropriated by the legislature. Declares that the appropriation exceeds the state general fund expenditure ceiling for 2024-2025. Appropriates moneys.
Prohibits the feeding of feral animals within a certain distance from Department of Education public school campuses. Establishes fines.
Establishes within the Department of Defense the position and duties of State Wildfire Marshal, the position and duties of State Wildfire Chief, the State Wildfire Corps, and the State Wildfire Fuel Reduction Task Force. Makes an appropriation.
Amends the definition of "preceptor" to include physician assistants, registered dietitians, and social workers. Amends the definition of "volunteer-based supervised clinical training rotation" to clarify that preceptors may be compensated for the provision of standard clinical services during supervised clinical trainings. Amends the definition of "eligible student" to include physician assistants, registered dietitians, and social work students. Includes the Director of Health as a member of the Preceptor Credit Assurance Committee.
Establishes a silver alert program within the Department of Law Enforcement to help locate and safeguard missing vulnerable adults with developmental disabilities or mental impairments who pose a credible threat to the health and safety to themselves or others.
Prohibits the legislative body of a county from imposing requirements for residential incomes lower than those adopted or established by the State for housing projects. (SD1)
Amends the environmental response, energy, and food security tax to address carbon emissions. Incrementally increases the tax rate over time. Establishes a refundable tax credit to mitigate the effect of a carbon emissions tax on taxpayers. Requires reports to the Legislature.
Authorizes the Department of Health to allow dispensaries to dispense cannabis or manufactured cannabis products to qualifying patients or primary caregivers of qualifying patients outside of the dispensary's retail store building but on the dispensary's premises. Requires the Department of Health to adopt rules, including rules for dispensing to a qualifying patient or primary caregiver of a qualifying patient who takes delivery while in a motor vehicle on the dispensary's premises.
Appropriates funds to provide additional support and resources to families receiving benefits through the State's adoption assistance and permanency assistance programs.
