Establishes the Hawaiʻi Capital Loan Revolving Fund to be used to make loans to businesses located in nationally-declared disaster areas relating to the 2023 Maui wildfires and to, in part, administer the Maui Business Bridge Grants Program. Declares that the general fund expenditure ceiling is exceeded. Makes an appropriation.

Limits the payment of any delinquent tax and penalty required by the Director of Finance of a county as a condition precedent to the registration, renewal, or transfer of ownership of a vehicle more than 25 years old to the aggregate amount of delinquent taxes and penalties accumulated over the preceding three-year period. Requires the respective counties to amend any applicable ordinances.
Establishes the Cultural Corridor Authority to develop plans to redevelop areas affected by disaster while maintaining historic and cultural preservation. Establishes an income tax credit to incentivize the voluntary relinquishment of real property located in areas affected by disaster. Directs the Attorney General to commence eminent domain proceedings for certain purposes. Appropriates moneys. Declares that the appropriation exceeds the state general fund expenditure ceiling for 20242025.
Amends the priority for which moneys in the Rental Housing Revolving Fund are to be used.
Conforms the amount allowable for the Hawaiʻi expenses for household and dependent care services necessary for the gainful employment tax credit to the credit amounts allowed in the federal tax code. Applies to taxable years beginning after 12/31/22.
Appropriates funds to improve the State's water resource management and hydrologic data collection.
Establishes the Institute of Indigenous Education, Science, and Outreach within the University of Hawaiʻi at Hilo.
Increases the number of Commission on Water Resource Management members from 7 to 8, with only 5 of the 8 members required to have substantial experience in water resource management. Adds the Chairperson of the Hawaiian Homes Commission, or the Chairperson's designee, as a member of the Commission on Water Resource Management.
Requires the Department of Agriculture, in collaboration with other state agencies, to develop and implement a plan to expand the meat processing capacity in the State to allow for meat from axis deer and other wild game to be processed for distribution by non-profit food distribution services by 7/1/2025. Appropriates funds.
