Establishes the Red Hill remediation authority. Creates the Red Hill remediation special fund.
Adds a minimum penalty of $50 and a maximum penalty of $60,000 per violation of the State Water Code and makes each day that a violation exists or continues to exist a separate offense. Requires the Commission on Water Resource Management to determine the amount of the penalty based on the circumstances of the violation.
Appropriates funds to the Office of Hawaiian Affairs for the retention of third party professionals with the necessary financial, accounting, and land inventory expertise to evaluate and address the completeness and accuracy of the public land trust information system, so that the Public Land Trust Working Group can complete its objectives pursuant to Act 226, Session Laws of 2022. Establishes a blue ribbon committee within the Department of the Attorney General to analyze the Hawaiʻi Administrative Rules and identify any rules that are not supported by statutory authority. Requires each state agency to cooperate with the blue ribbon committee. Requires the blue ribbon committee to submit a report to the Legislature. (SD1)
Restricts civil asset forfeiture to cases involving the commission of a felony offense where the property owner has been convicted of an underlying felony offense. Directs forfeiture proceeds to the general fund. Amends the allowable expenses for moneys in the Criminal Forfeiture Fund. Requires the Attorney General to adopt rules necessary to carry out the purpose of the Hawaiʻi Omnibus Criminal Forfeiture Act. Amends the deadline for the Attorney General to report to the Legislature on the use of the Hawaiʻi Omnibus Criminal Forfeiture Act. Limits the transfer of certain forfeiture property to federal agencies. Establishes records requirements. (SD1)

Reestablishes the appraisal management company registration program within the Department of Commerce and Consumer Affairs. Clarifies that chapter 466L, Hawaiʻi Revised Statutes, is repealed. Appropriates funds to the Department of Education for the establishment of three full-time equivalent (3.0 FTE) curriculum specialist II positions and ten full-time equivalent (10.0 FTE) classroom teacher positions for Ka Papahana Kaiapuni schools.
