Establishes a WAI policy coordinator and other positions within the Department of Land and Natural Resources for coordination of Red Hill WAI initiatives. Authorizes consumers aggrieved by the conduct of a mortgage loan originator licensee to recover from the Mortgage Loan Recovery Fund. Allows for excess moneys in the Mortgage Loan Recovery Fund to be used for certain training and educational purposes. Increases to $150,000 the restitution available to consumers from the Mortgage Loan Recovery Fund. (SD1)
Establishes the Department of Housing. Places the Hawaiʻi Community Development Authority, Hawaiʻi Housing Finance and Development Corporation, Office of Planning and Sustainable Development, and Hawaiʻi Public Housing Authority under the Department of Housing for administrative purposes. Replaces the Director of Business, Economic Development, and Tourism with the Director of Housing on the Hawaiʻi Community Development Authority. (SD1)
Allows a condominium association that claims a Renewable Energy Technologies Income Tax Credit under section 235-12.5, HRS, to transfer the credit, or a portion thereof, to another individual or corporate taxpayer that is not related to the condominium association. Requires the Director of the Department of Taxation to prepare forms necessary for the transfer of Renewable Energy Technologies Income Tax Credits. Provides that condominium association unit owners shall not be entitled to any apportionment or distribution of a transferred Renewable Energy Technologies Income Tax Credit when a condominium association transfers the tax credit. Takes effect 7/1/2040. (SD1)
Amends the priority for which moneys in the Rental Housing Revolving Fund are to be used. Requires the Hawaiʻi Housing Finance and Development Corporation to: (1) prioritize the allocation of low-income housing tax credits to certain projects and (2) adopt administrative rules regarding the awarding of: (A) points when evaluating and ranking low-income housing tax credit applications and (B) Rental Housing Revolving Fund moneys to certain housing projects. Requires the Judiciary to establish a Compliance Credits Pilot Program for probationers that comply with their conditions of supervision. Declares that the general fund expenditure ceiling is exceeded. Makes an appropriation. (SD1)
Lengthens the time period in which certain vehicles must have a safety inspection.
Requires the Director of Finance to consider, before the selection of a depository for the state treasury, the beneficial effects to the State of using depositories within the State, including but not limited to lending at favorable terms for the creation of certain affordable housing units. Establishes the Hawaiʻi Residential Developers Loan Revolving Fund to be administered by the Hawaiʻi Housing Finance and Development Corporation for the purpose of enhancing credit and guaranteeing and insuring loans made by private financial institutions to developers of residential housing for sale or rent to qualified residents. Authorizes the Director of Finance to issue general obligation bonds to fund the Hawaiʻi Residential Developers Loan Revolving Fund. Makes an appropriation. (SD1)
Requires one per cent of the transient accommodations tax be allocated to the Department of Hawaiian Home Lands for the purposes of building affordable housing for individuals on the DHHL waiting list.
