Requires the Department of Hawaiian Home Lands to conduct a feasibility study of the potential revenue to be generated by limited gaming in the State and the potential public health and safety impacts of casino gambling. Makes an appropriation.
Establishes the offense of unlawful shipment of tobacco products. Includes e-liquid and electronic smoking devices within the definition of "tobacco products", as used in the cigarette tax and tobacco tax law. Increases the license fee for persons engaged as a wholesaler or dealer of cigarettes and tobacco products. Increases the retail tobacco permit fee for retailers engaged in the retail sale of cigarettes and tobacco products. Allocates a portion of funds collected from excise taxes on tobacco products to health education and prevention programs concerning the risks and dangers of the use of electronic smoking devices for youth. Repeals certain provisions of the Hawaii Revised Statutes relating to electronic smoking devices. Effective January 1, 2022.
Allows the Department of Hawaiian Home Lands to retain independent counsel as needed whose legal fees are to be paid for by the State.
Decriminalizes the act of engaging in, or agreeing or offering to engage in, sexual conduct with another person in return for a fee or anything of value. Authorizes civil claims to be made against a business, owner or operator of a transient accommodation, or other commercial entity that profits from sexual exploitation. Converts the human trafficking victim services fund to a human trafficking reparations fund.
Extends the low-income housing tax credit program for six years to 12/31/2027.
Expands the Hawaii health corps program and Hawaii rural health care provider loan repayment program to include incentives for psychologists and social workers. Makes the department of health responsible for administering the Hawaii rural health care provider loan repayment program. Appropriates funds.
Amends the hearing and vision program statute to increase the early identification of children with hearing or vision loss, by establishing consistent protocols for hearing and vision screening and follow-up, screener training, and data collection for quality improvement.
Transfers the enforcement of the "Made in Hawaii" trademark from the Department of Agriculture to the Department of Commerce and Consumer Affairs. Renames the "Hawaii Made" program to the "Made in Hawaii" program. Makes an appropriation.
