Allows an electric utility to own, operate, lease, plan, construct, install, maintain, and replace broadband facilities, including middle mile infrastructure, to help facilitate the development of and investment in broadband facilities and services to rural, unserved, underserved, and urban communities throughout the State. Requires agencies that collect receipts for any disposition of the public land trust shall each fiscal quarter transfer to the department of Hawaiian home lands or the office of Hawaiian affairs twenty per cent of each receipt from the disposition. Returns certain moneys previously claimed as public land trust overpayments to the office of Hawaiian affairs. Establishes a public land trust revenues negotiating committee.
Directs the Hawaii Housing Finance and Development Corporation to develop mixed-use affordable rental housing at the Aloha Stadium site.
Establishes limitations on the mandatory and voluntary work hours for registered nurses and licensed practical nurses. Effective 1/1/2023.
Appropriates funds to the University of Hawaii to increase the State's capacity to train new nurses and project future nursing workforce needs.
Establishes a conveyance tax vacancy surcharge on the conveyance of prolonged vacant property. Disallows dividends paid deduction for real estate investment trusts. Provides ten percent allocation of revenue from real estate investment trusts for use by the Hawaii Housing Finance and Development Corporation. Applies to taxable years beginning after 12/31/2022.
Allows the raising of the building height limit for 2 of the 6 parcels owned by the Office of Hawaiian Affairs in the Kakaako Makai area to 400 feet. Lifts the current restriction against residential development in Kakaako Makai to allow residential development by the Office of Hawaiian Affairs or by third parties to which the Office of Hawaiian Affairs conveys the parcels. Requires the Office of Hawaiian Affairs and any developer to provide written notice to any tenant or resident of potential aircraft related nuisances before entering into a lease, and to assess and propose mitigation efforts to address aircraft related nuisances in development plans and proposals.
Appropriates moneys to the Hawaii Technology Development Corporation for its manufacturing assistance programs.
Appropriates funds to support Hawaii's nursing workforce and address the nursing workforce shortage by increasing University of Hawaii nursing faculty positions, providing education grants to qualified students who represent underrepresented persons in nursing, and providing greater training and development for nurses.
Appropriates funds for capital improvement projects in the 24th senatorial district.
