Authorizes the issuance of bonds and appropriates funds for plans and design of a veterans' memorial, and replicas of the memorial on each neighbor island, as recommended by the Gulf War memorial task force pursuant to Act 139, Session Laws of Hawaii 2013.

Expands the original jurisdiction of family court to include proceedings for declaration of emancipation of minors. Specifies the rights of an emancipated minor. Allows a minor who has reached the age of sixteen years to petition the family court for a declaration of emancipation. Allows certain parties to petition the family court for voidance or rescission of a declaration of emancipation. Sets forth court procedures and standards in issuing, voiding, and rescinding a declaration of emancipation. Allows parties to appeal the court's decisions pertaining to emancipation to the Intermediate Court of Appeals. (SD1)
Requires the Hawaii Broadband and Digital Equity Office to: (1) collect certain data from communications service providers, (2) determine performance standards for broadband service in the State, and (3) publish a publicly available web-based broadband infrastructure and service map that identifies geographic areas based on the data collected. Establishes the criteria for the Hawaii Broadband and Digital Equity Office to consider in determining and designating unserved and underserved areas.
Exempts any housing development for the department of Hawaiian home lands from the school impact fee requirement.
Requires energy efficiency scores and grades for certain buildings. Assigns powers and duties to the Department of Business, Economic Development, and Tourism. Requires the Department to submit to the Governor and Legislature a report on energy asset scores. Establishes penalties. Appropriates moneys.
Establishes the Parkinson's Disease Research Collection Database to be administered by the Department of Health. Establishes within the Department of Health a full-time Parkinson's disease coordinator to implement the Parkinson's Disease Research Collection Database. Appropriations funds to establish one full-time equivalent (1.0 FTE) permanent civil service Parkinson's disease coordinator and for other operating expenses. Effective 1/1/2050. (SD1)
Enters Hawaii into the Emergency Medical Services Personnel Licensure Interstate Compact to allow EMS personnel from other states to practice in Hawaii during a declared emergency.
Reestablishes the Hawaii Medical Education Special Fund.
