Proposes an amendment to article X, section 6, of the Hawaii State Constitution to modify the appointment process for the Board of Regents of the University of Hawaii. Repeals the requirement that the Governor can only appoint from pools of candidates presented by the Candidate Advisory Council for the Board of Regents of the University of Hawaii.

Requires the Legislative Reference Bureau to develop a searchable electronic database of all reports to be submitted to the legislature as required by law or requested by concurrent resolution. Requires the Legislative Reference Bureau to inform the legislature of any annual or other reports required by law to be submitted to the legislature or requested by concurrent resolution that were not timely submitted. Requires reporting entities to submit a copy of all reports submitted to the legislature to the Legislative Reference Bureau. Appropriates funds. (SD1)
Adds two more members to the Stadium Authority that shall consist of a resident of Aiea or Halawa and a resident of Alii Plantation, Crosspointe, or Foster Village. (SD1)
Appropriates funds to improve health care services related to cardiac care at Hilo Medical Center.
Requires the Department of Accounting and General Services and Department of Budget and Finance, in consultation with the Office of Enterprise Technology Services, to develop and implement a uniform financial database, with parameters, benefits, and features that are compatible to the software system currently being implemented by the Office of Enterprise Technology Services at other agencies for use by all state agencies. Authorizes the issuance of general obligation bonds for the development and implementation of a uniform financial database. Effective 7/1/2050. (SD1)
Authorizes a civil cause of action by a vulnerable adult for financial exploitation of a vulnerable adult. Allows attorney's fees and costs and punitive damages. Establishes degrees and classes of felonies for financial exploitation of an elderly person or disabled adult. Establishes a presumption of financial exploitation.
Makes the state earned income tax credit refundable and permanent. Effective 7/1/2050. (SD1)
Establishes a Department of Law Enforcement Services to consolidate the law enforcement functions, including security and service of process duties, of the Department of Land and Natural Resources, Department of Public Safety, and Department of Transportation.
