Requires that majority of the member of the Hawaiian homes commission be beneficiaries. Authorizes the Governor to establish an inter-agency council. Allows the Hawaiian Homes Commission to retain separate counsel from the Attorney General to provide service to the Commission and beneficiaries. Requires the Legislative Reference Bureau to conduct a study on the implications of creating a position for the Director of the Department of Hawaiian Homelands that is separate from the Chairperson of the Hawaiian Homes Commission. Establishes a habitat conservation program manager position. Requires the habitat conservation program manager to draft rules that implement and clarify the intent of chapter 195D, Hawaii Revised Statutes, work with applicants for incidental take licenses, as part of a habitat conservation plan, to develop their projects to minimize and mitigate incidental take of threatened and endangered species to the maximum extent practicable, effectively track and monitor funds and expenditures related to habitat conservation plans, conduct follow-up monitoring for development projects, and implement and manage mitigation and other projects that benefit the recovery of threatened and endangered species. Prohibits commercial shark tour operations from operating without a permit. Requires the department of land and natural resources to adopt rules to regulate commercial shark tours, including adherence to a code of conduct. (SD1)
Requires the Department of Hawaiian Home Lands to adopt, no later than two years from the effective date, administrative rules that require a lessee who sells their lease for profit to contribute to the Department of Hawaiian Home Lands' profit sharing plan. (SD1)
Creates and implements a silver alert program to alert the public of any missing senior citizen with dementia, to be integrated with the MAILE/AMBER alert program. (SD1)
Updates the definition of "usable cannabis" to mean the dried leaves and flowers of a plant from the genus Cannabis that the qualified patient designates as necessary for medical use. (SD1)
Clarifies the scope of practice for licensed physical therapists to include the practice of dry needling. Requires the board of physical therapists to certify qualified licensed physical therapists to perform dry needling and designate requirements to perform dry needling. Allows the board of physical therapists to revoke or suspend a physical therapist's license for performing dry needling incorrectly, without proper training or certification, or in a manner that would likely harm a patient. Effective 7/1/2050. (SD1)
Permits a bicyclist to proceed through an intersection from a right turn only lane if they cannot safely merge into the traffic lane, provided they signal intention to merge left. Permits a bicyclist to proceed in a right turn only lane when approaching an intersection, even if they do not intend to turn right, provided that they do not pass a stopped vehicle and that they exercise reasonable safety when passing a moving vehicle. Repeals the ban on electric guns. Establishes a regulatory structure for the sale and transfer of electric guns and electric projectile guns by licensed persons. Allows for the use of electric guns for self-defense, defense of another person, and protection of property. Restricts the use, storage, transfer, and disposal of electric guns. Requires training and education on electric guns and electric projectile guns. Prohibits certain individuals from possessing and using electric guns and electric projectile guns. Prohibits the use of electric guns in the commission of crimes. (SD1)
