Changes the maximum amount of public funds available to each candidate running for the Office of State Senator, State Representative, County Council, and the Board of Trustees of the Office of Hawaiian Affairs to an unspecified per cent of the expenditure limit established for each election. Requires the Public Utilities Commission to establish preferential electricity rates for residential properties located within a one-mile radius of a utility scale wind energy facility. Requires the Public Utilities Commission to review and adjust the preferential rate, if necessary. (SD1)
Repeals the building energy efficiency revolving loan fund and creates a clean energy revolving loan fund under the administration of the Hawaii green infrastructure authority. Makes an appropriation into the clean energy revolving loan fund. (SD1)
Regulates cannabidiol under the department of health to be consistent with the Hawaii Food, Drug, and Cosmetic Act. Allows licensees under the industrial hemp pilot program to market their products to the consumer market in a manner that is regulated and tested for safety, purity, and potency.
Directs the department of transportation to address transportation infrastructure already impacted by sea level rise, identify other vulnerable associated public infrastructure, create a plan for mitigating and adapting to sea level rise, and provide policy direction to the legislation on funding and strategies to address the impact of climate change on the State. Appropriates funds to the department of transportation to assess potential highway realignments caused by sea level rise, determine liability costs, and prepare a comprehensive management plan.
Specifies that the office of Hawaiian affairs board of trustees may remove the administrator by majority vote, rather than by two-thirds vote.
Amends the definitions of "certificate of disability" and "person with a disability" to allow a person with a disability that does not limit or impair the ability to walk and needs special accommodations to enter and exit their vehicle to be issued a disability parking permit.
