RELATING TO INCREASING THE OFFICE OF HAWAIIAN AFFAIRS' PRO RATA SHARE OF PUBLIC LAND TRUST FUNDS.

Establishes $           as the Office of Hawaiian Affairs' pro rata share of the public land trust. Transfers $           less certain funds to the Office of Hawaiian Affairs for underpayment of the public land trust funds for 7/1/2012 to 6/30/2019. Requires the Director of Finance to make up the difference between a specified minimum amount and an amount of public land trust receipts from an agency to the Office of Hawaiian Affairs by transferring the difference into the carry-forward trust holding account. Requires the Department of Land and Natural Resources to provide an annual accounting of receipts from lands described in section 5(f) of the Admission Act. Establishes a committee to recommend the annual amount of the income and proceeds from the public land trust that the Office of Hawaiian Affairs shall receive annually. Appropriates funds. RELATING TO PUEO RESEARCH.

Appropriates funds to the Department of Land and Natural Resources to collaborate with the University of Hawaii College of Tropical Agriculture and Human Resources on a state-wide species assessment of pueo populations. Effective 7/1/2050. (SD1)

RELATING TO TRAILS.

Requires government entities that engage in search and rescue operations to seek reimbursement when the rescued person required search and rescue efforts because that person acted in disregard of that person's safety, including intentionally disregarding a warning or notice. Creates a penalty for restricting public access to a trail. Creates a penalty for entering or remaining unlawfully on a trail or state land that has been closed to public use. (SD1)

RELATING TO CHILD SUPPORT.

Requires certain amounts of child support moneys collected by the Department of Human Services (DHS) for public assistance of a child to pass through to the family receiving public assistance. Requires DHS to disregard passed through child support payments when calculating the income of an applicant for or recipient of public assistance. Increases the maximum fine for an employer who discharges from employment, refuses to employ, or takes disciplinary action against any noncustodial parent subject to income withholding or who fails to comply with an order of assignment of future income to pay child support. Appropriates funds. Effective 6/18/2050. (SD2)

RELATING TO TRANSPORTATION.

Increases the minimum and potential maximum fine for violating Hawaii Revised Statutes sections 291-22, 291-24, and 291-24.5, which prohibit the installation and sale of noisy mufflers.

RELATING TO THE GREEN ENVIRONMENT.

Adds objectives, policies, and implementation guidelines for planning for the lei of green to the Hawaii State Planning Act. Requires a report to the Legislature and appropriates funds for costs associated with researching, compiling, and submitting the report. Effective 7/1/2050. (SD2)

RELATING TO THE SEXUAL ASSAULT OF AN ANIMAL.

Amends the Penal Code to establish the crime of sexual assault of an animal. Provides that the sexual assault of an animal is a class C felony or a class B felony if the offense subjects a minor to sexual contact with an animal or is committed in the presence of a minor. (SD1)
