RELATING TO MOTOR VEHICLES.

Prohibits vehicle lessors from renting, leasing, or offering for rent or lease, vehicles subject to a manufacturer's recall, until appropriate repairs are made. Defines peer-to-peer vehicle sharing related terms. Requires persons in the peer-to-peer vehicle sharing organization business to register with the director of taxation. Effective 7/1/2050. (SD2)

RELATED TO RENEWABLE ENERGY.

Requires the Public Utilities Commission to study and recommend how to implement a smart imports program in Hawaii. Requires electric utilities to offer excess electricity to consumers during daylight hours at cost for any legal purpose beginning 1/1/2021.

RELATING TO MEDICAL RESIDENCY PROGRAMS.

Appropriates funds to the University of Hawaii Family Medicine Residency Program to establish a consortium of hospitals and other institutions participating in medical training to develop physician residency opportunities throughout the State.

RELATING TO TOBACCO TAXES.

Amends the cigarette and tobacco tax on cigarettes and little cigars beginning July 1, 2020. Adds additional allocations for revenues generated by the tax. (SB887 HD2)

RELATING TO PRESCRIPTION DRUGS.

Requires that if a proposed increase in the wholesale price of certain drugs would result in a 16% or more price increase over a 2year period, the drug manufacturer shall notify various drug insurance providers.

RELATING TO THE LANDLORD-TENANT CODE.

In a summary possession proceeding brought by a landlord against a holdover tenant: requires the court to address the complaint for summary possession during the first court appearance of the parties; prohibits a writ of possession from allowing the tenant more than fifteen days to vacate the premises; and specifies that the court shall expedite the proceeding so that the landlord is not unduly prejudiced by the delay.
