Requires the Office of Enterprise Technology Services, in collaboration with the Department of Education, to establish a working group to study the Department of Education's information technology infrastructure, operations, and services. Establishes the members and duties of the working group.

Provides immunity from liability for postgraduate resident physicians and fellows for medical malpractice claims arising from injury that occurs as a result of care that is provided while the resident physician or fellow is participating in an accredited training program under the supervision of a licensed faculty or volunteer physician.
Authorizes the director of finance to issue general obligation bonds for the department of health to develop a secure inpatient psychiatric facility at Hawaii state hospital to serve the mentally ill who need stricter security and inmates and detainees who need a higher level of mental health care. Requires the department of health to establish a task force to study the needs of the populations to be served by the psychiatric facility and develop a coordinated interagency action plan to implement services at the new inpatient psychiatric facility.
Requires the department of agriculture to conduct a study on what metrics to use to accurately determine how much food is locally produced. Directs the department of agriculture to consult with a firm that specializes in food security metrics and with the department of business, economic development, and tourism to recommend a food security metric system for Hawaii. Appropriates funds.
Prohibits a person from intentionally or knowingly manufacturing, importing, installing, reinstalling, distributing, selling, or offering for sale any counterfeit supplemental restraint system component, nonfunctional airbag, or airbag that does not meet federal safety requirements. Prohibits a person from intentionally or knowingly selling, offering for sale, installing, or reinstalling in a motor vehicle any device that causes the motor vehicle's diagnostic systems to fail to warn that the motor vehicle is equipped with a counterfeit supplemental restraint system component or nonfunctional airbag or that no airbag is installed, as applicable.
Provides resident physicians and fellows participating in a graduate medical education program with the same incentives and protections as licensed physicians engaging in the health care peer review process.
Authorizes the Department of Human Services and the Department of Health to contract the services of dedicated capture managers responsible for securing grant and other funding opportunities for each department. Authorizes the Department of Human Services and the Department of Health to establish a three-year full time temporary exempt position to support the grant development program. Appropriates funds. Prohibits manufacturers and contract testing facilities in Hawaii from using animal test methods for the purpose of testing cosmetics or household products for which an alternative test method is available. Imposes a civil fine and authorizes the attorney general to seek injunctive relief and any other recovery of damages.
Allows agencies to enter performance contracts to undertake or implement energy conservation or alternate energy measures for vehicles and vehicle fleets. (SD1)
Establishes a tax credit of an unspecified percentage of the actual cost, including installation, water meter, and permitting fees, not to exceed an unspecified amount, for an automatic fire sprinkler system installed in any dwelling unit used only for residential purposes.
